The purpose of this qualitative study was to investigate the perceptions of selected CTE directors regarding policies, practices, and procedures in West Virginia. Specific CTE components investigated included philosophy and rationale, structure, curricula, partnerships, evaluation, challenges, and future goals. Purposeful and snowball sampling were used to select study participants (N=20) who were active CTE directors in West Virginia. Participants had to possess at least one year of experience as a CTE administrator in their current position to be eligible for the study. The purpose of this study is to examine how the COVID-19 pandemic has affected the learning of students in public education through the analysis of standardized assessment performance before and during COVID-19. The study also compares virtual learning and face-to-face students’ change in performance on the standardized assessments. To answer the research questions, the quantitative research uses 5th and 7th grade math and reading STAAR data from 2019 and 2021 for the same cohort of students at a suburban ISD in Texas. Other than one or two studies that focus on specific state-wide systems of public education, there has been no accounting for how the U.S. public education system came about in relation to space and scale. My dissertation research seeks to fill in this gap. Through focusing on the development of public education in the North and the South, I provide a foundation for understanding the grounded and contested processes of scale production that largely determined the U.S. public education system’s design and function.

It was my fourth year of teaching at a Brooklyn elementary school when the COVID-19 pandemic forced school buildings, and the entire city, to enter a world of lockdown and quarantine. New York City was an early epicenter of the 2020 coronavirus pandemic, and the virus quickly revealed severe racial and socioeconomic disparities across the city. A disproportionate number of cases, serious illnesses, and death has been experienced by low-income Black and Latinx communities. The role of philanthropy in K-12 public education has historically ebbed and flowed in relation to public expenditures. Early K-12 education philanthropy peaked during and after the Civil War when philanthropists supported education for emancipated slaves through initiatives like Freeman’s Bureau, Slater Fund and Rosenwald Schools until state and federal governments assumed responsibility (Bremner, 1988; Finkenbine, 2003; Fleishman, 2009; Mays, 2006; Stephenson, 2012). Language, Literacy, and Conscientização in American Public Schools synthesizes poststructural language theory to critique literacy teaching and assessment norms in American public schools in order to theorize a pedagogy of racial and economic justice that embraces globalization and immigration. Chapter I creates a theoretical framework for language that rests firmly on both Lev Vygotsky’s and Jacques Lacan’s sociohistorical approach to language acquisition and language use. Factors associated with successful implementation of school-based restorative justice communities were examined. Restorative practices are alternatives to zero-tolerance, top down approaches that emphasize social engagement over social control (i.e. proactive and reactive responses promote school safety and health). A mixed-methods, survey-based, approach was selected for data collection. Front-line school-based practitioners and administrators from various schools/districts in the Bay Area of California were informed of the study via email and invited to complete an online survey. Data were collected and analyzed through a quantitative method using an inferential approach. Through a case study approach, this qualitative study examined public school district leaders’ perspectives on turnaround principal competencies and actions. Furthermore, this study explored the strategies for identifying and selecting turnaround principals among district leaders in one district and their perceptions of the challenges associated with turnaround principal shortages. Participant responses were compared to existing, research-based turnaround principal competencies and led to direct reflections of the existing competencies. The research findings indicated that participant perspectives of the competencies associated with turnaround principals reflect existing, research-based competencies.
