The purpose of this qualitative study was to investigate the perceptions of selected CTE directors regarding policies, practices, and procedures in West Virginia. Specific CTE components investigated included philosophy and rationale, structure, curricula, partnerships, evaluation, challenges, and future goals. Purposeful and snowball sampling were used to select study participants (N=20) who were active CTE directors in West Virginia. Participants had to possess at least one year of experience as a CTE administrator in their current position to be eligible for the study. Semi-structured interviews were conducted with the 20 directors to gather their perspective regarding CTE policies, practices, and procedures. …

The purpose of this study is to examine how the COVID-19 pandemic has affected the learning of students in public education through the analysis of standardized assessment performance before and during COVID-19. The study also compares virtual learning and face-to-face students’ change in performance on the standardized assessments. To answer the research questions, the quantitative research uses 5th and 7th grade math and reading STAAR data from 2019 and 2021 for the same cohort of students at a suburban ISD in Texas. The representation of Black teachers in the field of K-12 education has declined significantly in the last forty years (Ingersoll, 2011; Milner & Howard, 2004). Once considered a pathway to the middle class for Black Americans, teaching was a sought-after profession for Black folks for job stability (Collier, 2002). While there is extensive research on the experiences of teachers of color, and what might lead to their attrition in the teaching profession, Black women experience a specific intersection of race, class, and gender that affects their sustainability in the teaching profession that deserves exploration.

Other than one or two studies that focus on specific state-wide systems of public education, there has been no accounting for how the U.S. public education system came about in relation to space and scale. My dissertation research seeks to fill in this gap. Through focusing on the development of public education in the North and the South, I provide a foundation for understanding the grounded and contested processes of scale production that largely determined the U.S. public education system’s design and function.

It was my fourth year of teaching at a Brooklyn elementary school when the COVID-19 pandemic forced school buildings, and the entire city, to enter a world of lockdown and quarantine. New York City was an early epicenter of the 2020 coronavirus pandemic, and the virus quickly revealed severe racial and socioeconomic disparities across the city. A disproportionate number of cases, serious illnesses, and death has been experienced by low-income Black and Latinx communities. At the same time, 2020 also ushered in a national racial reckoning following the May murder of George Floyd.

The role of philanthropy in K-12 public education has historically ebbed and flowed in relation to public expenditures. Early K-12 education philanthropy peaked during and after the Civil War when philanthropists supported education for emancipated slaves through initiatives like Freeman’s Bureau, Slater Fund and Rosenwald Schools until state and federal governments assumed responsibility (Bremner, 1988; Finkenbine, 2003; Fleishman, 2009; Mays, 2006; Stephenson, 2012). With sufficient public support, K-12 education philanthropy did not see its next major wave of investments until the 1990s, with significant increases occurring after 2000. Language, Literacy, and Conscientização in American Public Schools synthesizes poststructural language theory to critique literacy teaching and assessment norms in American public schools in order to theorize a pedagogy of racial and economic justice that embraces globalization and immigration. Chapter I creates a theoretical framework for language that rests firmly on both Lev Vygotsky’s and Jacques Lacan’s sociohistorical approach to language acquisition and language use. Mikhail Bakhtin’s work demonstrates the heteroglossic nature of discourse, while Antonio Gramsci politicizes this framework through an understanding of hegemony. Factors associated with successful implementation of school-based restorative justice communities were examined. Restorative practices are alternatives to zero-tolerance, top down approaches that emphasize social engagement over social control (i.e. proactive and reactive responses promote school safety and health). A mixed-methods, survey-based, approach was selected for data collection. Front-line school-based practitioners and administrators from various schools/districts in the Bay Area of California were informed of the study via email and invited to complete an online survey. This study examined the perceptions of kindergarten readiness for kindergarten teachers, public prekindergarten teachers in both public and private settings, and parents. Data were collected and analyzed through a quantitative method using an inferential approach. A Likert-style survey was distributed to current kindergarten teachers, prekindergarten teachers, and parents; and the data were analyzed using Statistical Package for the Social Sciences (SPSS). Through a case study approach, this qualitative study examined public school district leaders’ perspectives on turnaround principal competencies and actions. Furthermore, this study explored the strategies for identifying and selecting turnaround principals among district leaders in one district and their perceptions of the challenges associated with turnaround principal shortages. Participant responses were compared to existing, research-based turnaround principal competencies and led to direct reflections of the existing competencies. The research findings indicated that participant perspectives of the competencies associated with turnaround principals reflect existing, research-based competencies. The few Hispanic females that lead schools tend to be employed in rural schools. The dearth of female Hispanic school superintendents questions the factors impacting such a trend.
