The Davenport Promise would provide college scholarships for students living in the City of Davenport. The scholarship can be used to attend any accredited vocational training institute, college, or university of the student's choice. This report provides estimates of the potential fiscal impact of the Davenport Promise on the City of Davenport and the Davenport Public Schools under several alternative scenarios.

Do Community Colleges Respond To Local Needs?: Evidence From California, Duane E. Leigh, Andrew M. Gill

Leigh and Gill focus on two major, policy relevant sources of change at the local level. First, on the supply side, they examine how responsive community colleges’ are at meeting the needs of the growing immigrant population for education and training. Then, on the demand side, they look into whether the need of local employers for skilled workers is being met, an issue impacted by dynamic technological change and increased global competition.

The purpose of this study was to analyze existing wage data to quantify the employment success of community and technical college graduates by program as an indicator of economic development in West Virginia. Data for the variables were obtained from archival databases and a cooperative agreement between state agencies. Descriptive statistics were utilized to examine employment rates, range of earnings, and employment in-industry of community and technical college graduates from 23 programs from 1997 to 2002. Graduates in the health fields demonstrated both the highest and lowest ratios of employment, with the mean employment rate for all programs of 68.12 …

As accountability pressures have increased on community colleges, they have been challenged to demonstrate their value to the communities they serve. One role commonly included in community colleges' mission statements in Tennessee and nationally is support of local economic development. The purpose of the study was to assess the importance and accomplishment of 17 activities and 3 roles of Tennessee community colleges regarding their support of business incubators that provide resource-sharing networks to entrepreneurs in their critical startup phases.

A senior design (Capstone) project for three mechanical engineering technology students at Old Dominion University is described. A prototype design is presented to perform the functional test of a leak-preventive toilet system. There are two major leaks in the toilet water tank. In the first case, leaking occurs when the seal in the water tank becomes aged. The leak is very easy to detect visually, since the outside of the tank and the floor becomes wet. In the second case, leak occurs when the flapper valve can't complete shut off the water, due to corrosion or damage of the rubber …

This study is an original application of resource dependence theory to research administration at public universities. It examines the extent to which and under what conditions economic development orientations can be predicted by resource dependence theory. Data analyses concentrate on the combined effects of administrative structure and variations in federal financial support on the economic development orientations of public doctorate-granting universities nationwide.

Since the mid 1980s more than a dozen communities in Nebraska have carried out the Business Retention and Expansion (BRE) program that is outlined in this handbook. Without exception both the communities and the businesses involved have reported positive results. The BRE program is a stuctured, locally implemented, action oriented economic development project aimed at stimulating local economic development ard growth by helping existing business. This handbook is designed as a guide for community leaders planning to carry out a Business Retention and Expansion program.
