A Benefit-Cost Analysis Of The Tulsa Universal Pre-K Program, Timothy J. Bartik, Jonathan A. Belford, William T. Gormley, Sara Anderson

In this paper, benefits and costs are estimated for a universal pre-K program, provided by Tulsa Public Schools. Benefits are derived from estimated effects of Tulsa pre-K on retention by grade 9. Retention effects are projected to dollar benefits from future earnings increases and crime reductions. Based on these estimates, Tulsa pre-K has benefits exceeding costs by about 2-to-1. This benefit cost ratio is far less than the benefit-cost ratios (ranging from 8-to-1 to 16-to-1) for more targeted and intensive pre-K programs from the 1970s and 80s, such as Perry Preschool and the Chicago Child-Parent Center (CPC) program. In this action research study, the author examined the effect of using Positive Behavioral Interventions and Supports (PBIS) language and rewards to positively motivate preschool students towards appropriate behavior choices. The study was conducted in the author’s preschool special education classroom, in a rural Iowa public school district. The study was completed between the months of September 2016 through March 2017. This study had 18 participates, including 12 females, six males and two three-year-old special education students. At the beginning of the study, PBIS language was not being used. We synthesize the existing research and compute meta-analytic averages for the effects of scaled-up, publicly funded pre-kindergarten (pre-K) programs on student pre-kindergarten achievement in math and reading. Other systematic reviews of pre-K programs have focused on the effects for specific groups of students from various types of pre-K programs. We add to the literature by focusing on scaled-up pre-K often provided at the state level, which is of growing policy interest. Scaled-up programs are large state or district run programs that are available to a large portion of children before they enter kindergarten. We limit our analysis to state and …

This study investigated the use of an adapted shared reading protocol with three children with autism spectrum disorders (ASD) in home settings. Using a multiple baseline across participants design, this investigation replicated and extended a previous investigation by Browder et al. to children with ASD and home settings. In addition, this study was to investigate whether individual components of the intervention package contributed to its overall effectiveness. Finally, the extent to which the participating children generalized their ability to engage in adapted shared reading with the researcher to shared reading with their parents was explored. Increased use of technology in early childhood classrooms comes with new concerns about how technology may impact the development of social skills in young children. This mixed methods study examines how the use of a multi-touch table influences social skills and interactions of preschoolers in a head start setting. Eight children ages three to five were video recorded while using a multi-touch table during free choice time in groups of three for ten minute increments. Tracking sheets were used to track how often social interactions occurred for each child. Results indicated students played cooperatively 12% of their time and parallel …

While there is increasing research surrounding kindergarten transitions there is still a need to explore kindergarten transition guides and families perceptions of these particular experiences. This study explores family perceptions of a kindergarten transition program guide. Furthermore, the study examines families’ prior experiences with kindergarten transitions as they relate to being a part of a new specific kindergarten transition program. The researcher implements pre and post meetings with families surrounding an “All About Kindergarten” parent night. This work examines anti-bias teaching practices through a case study of two early childhood educators working in classrooms with 4- to 5-year-old children. The educators self-identified that they intentionally addressed diversity in their classrooms using the anti-bias curricular approach (Derman-Sparks & the ABC Task Force, 1989). Specifically, the study explored how early childhood educators used anti-bias practices, and how educators discussed race and gender with young children. The methodology involved semi-structured interviews, naturalistic observations of educator-child interactions, and a survey of educators’ beliefs and classroom practices regarding race and gender. EARLY CHILDHOOD EDUCATION FOR environmental sustainability (ECEfES) has become significant in the early years, as highlighted by the inclusion of ECEfES in Australia's first and current National Quality Framework (NQF) for early childhood education and care (ECEC). This article reports on the major findings from a case study (Pollock, 2014), which aimed to uncover what lies between theory and practice, as ECEC educators attempt to support young children to become environmentally responsible, through the implementation of the NQF. Now we are Four gives us a comprehensive look at how kiwi kids from the Growing Up in New Zealand study are faring. In particular, we can see how the situation of mothers changes when children pass from infancy to early childhood. The biggest shift for most children is that they now attend early childhood education, and most are reported to be generally happy and healthy and spending time getting to know their peers. This means that we also see greater employment of mothers, leading to improved economic circumstances for these households. Nearly half of this generation of mothers live …

This research study addresses the problem of practice of the underrepresentation of English language learners (ELL) in gifted and talented (GT) services. The literature provided several reasons for the underrepresentation of ELL students being identified as gifted. One reason cited in the literature was teachers’ lack of referrals or understanding the characteristics of ELL students who may be gifted (Barkan & Bernal, 1991; de Wet & Gubbins, 2011; Esquierdo & Arreguín-Anderson, 2012; Ford & Grantham, 2003; Harris, Rapp, Martínez, & Plucker, 2007). Students who enter kindergarten lacking readiness skills often struggle to meet literacy benchmarks and to successfully complete school. The problem to be investigated by this study is the low literacy scores on the standardized Fountas and Pinnell Benchmark Assessment test at 2 public New Jersey elementary schools. While some students attended public or private preschools, others did not attend any preschool prior to starting kindergarten. Students who attended preschool in an urban Michigan district are not entering kindergarten with the necessary skills. The preschool implemented the HighScope curriculum and the effect of this curriculum on kindergarten readiness was unknown. The purpose of this causal-comparative study was to investigate the difference in kindergarten readiness scores of students who attended a preschool before and after the High Scope curriculum was implemented. The pedagogical practices of preschool and the HighScope curriculum align with Dewey and Vygotsky's theories on experiential learning which were the foundation that guided this causal comparative study. The Language and Literacy Spectrum
This photo essay focuses upon the literacy practices of two groups of preschoolers as they built, illustrated, and dictated stories in response to their participation in a “Castle Project.” Data, including literacy artifacts, photodocumentation, sociodramatic play scenarios, and conversations are qualitatively analyzed, coded, and evaluated over a three month period. We use a narrative approach to describe the three- and four-year-olds’ talk, actions, and ideas, and the ways block play facilitated their sense of story and motivation to write. We suggest a reciprocity of thinking between the building and composing processes. Preschoolers’ story ideas, we deduce, were conceptualized and rehearsed …
