Longitudinal Surveys Of Australian Youth Is A Program Of Surveys Of Young People Conducted By, Stephen Lamb
LSAY Technical Reports
Students participating in LSAY were originally sampled in 1995 from 298 schools nationally. In 1996 the schools from which the original sample of students was drawn, took part in a survey to collect information about the features and programs of schools, as well as features of teachers and teaching, which might influence the progress of students in their school and in their later work careers. The survey involved two questionnaires: (1) a school questionnaire to be completed by the principal (or other school representative) and (2) a questionnaire to a sample of ten Year 10 teachers. The school questionnaire collected …

Ten Years Of Fall-To-Fall Retention, Western Washington University, Carl Simpson
Ten Years Of Fall-To-Fall Retention, Western Washington University, Carl Simpson
Office of Institutional Effectiveness
Executive Summary: Analysis of Fall-to-Fall retention at Western over the period 1987-1997 reveals modest improvement in retention rates, some traditional patterns, and some surprises. Particular groups are identified by the analysis as highest priority for university attention aimed at increasing retention. Western's overall Fall-to-Fall retention rate increased steadily from 1987 through 1992, then leveled off, to remain stable or decline very slightly since then. In particular, the retention of entering freshmen rose markedly from '87 through '92 and has declined significantly since 1992, although remaining well above its earlier rate. While the early rise in retention may be attributed to …

Attitudes To School Life: Their Influences And Their Effects On Achievement And Leaving School, Gary Marks
LSAY Research Reports
This report investigates students' attitudes to school life. Such attitudes may have some implications for achievement and other outcomes of education. These attitudes can also be used as a measure for educational outcomes in their own right. This study examines three aspects of student attitudes to school life: changes over a time period; the influence of individual and school-level variables on attitudes; and the effect of these attitudes on achievement and leaving school.

Equal Educational Opportunity And Constitutional Theory: Preliminary Thoughts On The Role Of School Choice And The Autonomy Principle, Michael Heise
Equal Educational Opportunity And Constitutional Theory: Preliminary Thoughts On The Role Of School Choice And The Autonomy Principle, Michael Heise
Cornell Law Faculty Publications
Inadequate schools impede America's long-standing quest for greater equal educational opportunity. The equal educational opportunity doctrine, traditionally moored in terms of race, has expanded to include notions of educational adequacy. Educational adequacy is frequently construed in terms of educational spending and framed in terms largely incident to constitutional litigation.
This paper explores the potential intersections of the school choice and school finance movements, particularly as they relate to litigation and policy. The paper argues that school choice policies constitute a viable remedy for successful school finance litigation and form a remedy that simultaneously advances individual autonomy, one critical constitutional principle.

Regional Disparities In Kentucky Academic Index Scores, Edward B. Reeves, Harold Harty
Regional Disparities In Kentucky Academic Index Scores, Edward B. Reeves, Harold Harty
Faculty Research at Morehead State University
Recent newspaper articles by columnist Bill Bishop in the Lexington Herald-Leader point to persistent regional disparities in achievement in Kentucky public schools. In spite of a mandate to create educational equality, the Kentucky Education Reform Act (KERA) has not eliminated inequalities in school performance scores and the problem may even be getting worse according to Mr. Bishop. The objective of the present study is to determine what disparities exist among Kentucky’s eight Service Center Regions. The analysis uses school Academic Index scores, from 1992-93 to 1996-97, averaged by region. The regional averages (or means) are compared descriptively along with the …

Financial Characteristics Of High And Low Performing Schools In A Predominantly Rural State, David L. Silvernail Phd
Financial Characteristics Of High And Low Performing Schools In A Predominantly Rural State, David L. Silvernail Phd
School Funding - Essential Programs and Services (EPS)
Do high performing schools use resources differently than low performing schools? What are the connections between K-12 school funding and academic performance? Today several states (e.g., Illinois, Minnesota, New Jersey, Ohio, Oregon, etc.) are exploring answers to these questions as they attempt to fund schools adequately and in more efficient ways. The research literature from early production function studies (e.g., Brown & Saks, 1975; Hanushak, 1979, 1989; Harnisch, 1987) provides some partial answers, but some of the most recent studies have unearthed some conflicting results (e.g., Baum, 1986; Hedges, Laine, & Greenwald, 1994; Monk, 1994; Wenglinsky, 1997). In addition, few …
Item Estimates Under Low-Stakes Conditions: How Should Omits Be Treated?, Christine E. Demars
Item Estimates Under Low-Stakes Conditions: How Should Omits Be Treated?, Christine E. Demars
Department of Graduate Psychology - Faculty Scholarship
Using data from a pilot test of science and math, item difficulties were estimated with a one-parameter model (partial-credit model for the multi-point items). Some items were multiple-choice items, and others were constructed-response items (open-ended). Four sets of estimates were obtained: estimates for males and females, and treating omitted items as incorrect and treating omitted items as not-presented (not-reached). Then, using data from an operational test (high-stakes, for diploma endorsement), the fit of these item estimates was assessed. In science, the fit was quite good under all conditions. In math, the fit was better for girls than for boys, the …
Do Contextual Effects Bias Kentucky School District Accountability Index Scores?, Edward B. Reeves
Do Contextual Effects Bias Kentucky School District Accountability Index Scores?, Edward B. Reeves
Faculty Research at Morehead State University
Kentucky’s system of high-stakes accountability raises the question: Should teachers and school administrators be held accountable for student test results if the scores are influenced by external factors over which these educators have no control? The goal of the present study is to investigate if such external factors, or “contextual effects,” bias the accountability index scores. The issue is important because school districts, schools, and educators should be assessed in a fair manner. The focus of the study is on the Kentucky school district accountability index scores for the 1992-94 and 1994-96 biennia. District scores, rather than school scores, were …

First Year Experience Technical Report, Carl Simpson, Linda D. (Linda Darlene) Clark
Office of Institutional Effectiveness
Executive Summary: This report was prepared as background to ongoing discussions concerning the first year experience, in particular the study group by that name headed by Dean Marie Eaton. Data come from surveys of a cohort of new freshmen and new transfers, who entered Western in Fall, 1994. They were surveyed that Fall and in the Spring of that same academic year. Only about one-third of new students, many of whom failed to attend Summer advising sessions, find the transition to Western "very" or "moderately" difficult. The great majority expected Western to be more difficult than their previous schools. Most …
