Work Hard For The Money: Performance-Based Funding In The State Of Louisiana, Victoria C. Lloyd

The purpose of this study is to examine in what ways, if any, the introduction of the equity incentive portion of Louisiana’s performance-based funding model impacted the underserved student groups it was designed to support. I employed a quantitative quasi-experimental design for this study by running three outcome variables (Adult Learner Enrollment, First-Time Enrollment for Racially Minoritized Students, and Low-Income Student Enrollment) by sector (two- and four-year public institutions) and employing a differences-in-differences regression with panel data. Students dropping out of high school is a nationwide problem, plaguing communities and often greatly reducing the prospects of a quality life for those students who do not complete their high school educations. Louisiana consistently has among the highest public high school dropout rates in the United States, and often the highest. This geospatial and statistical study aims to identify the factors that correlate with high school dropout in Louisiana public high schools, specifically, and to produce detailed maps of the dropout rates across the state to identify the schools most afflicted.

The purpose of this qualitative case study was to explore the perceptions of first-year students who experienced intrusive advising and retention initiatives in the College of Agriculture at Louisiana State University (LSU). Research participants consisted of 20 first-year students enrolled in the college in the fall of 2018. The purpose of this study was to describe the status of environmental education (EE) in Louisiana high school agriculture classrooms. A census of Louisiana Agriscience Teacher Association (LATA) members was conducted to understand their perceptions, attitudes, and barriers regarding EE implementation. Icek Ajzen’s Theory of Planned Behavior was utilized as the theoretical framework. Data were collected through an online survey research method and analyzed using descriptive statistics. This study investigates the factors which support the use of arts-based pedagogy in elementary settings. To address the lack of a current profile of an early-career teacher (ECT) with a propensity to use the arts – music, theatre, dance, and visual art – this study illuminates ECT attitudes and behaviors related to arts-based pedagogy. This case study explored eight middle school teachers’ experiences working with Black adolescent males at different Louisiana schools. The selected participants represented various identities and shared their perceptions of their teaching and management practices. This case study also examined the teachers’ mindsets and beliefs about teaching Black male students. Finally, the teachers discussed how they perceive their own racial identity, gender, socioeconomic class, and other identities when working with Black males. Previous research has identified spirituality (Riggins, McNeal, & Herndon, 2008) as an important component of academic success for Black college students. Other factors researched include first year/ freshmen experiences, mentorships, faculty–student engagement (Caboni and Adisu, 2004), rigorous high-school curriculums, and summer bridge programs (Palmer, Moore, Davis, Hilton, 2010). In 2010, the Louisiana legislature passed Act 54, a law that requires public school teachers to undergo a performance-based accountability evaluation. COMPASS (Clear, Overall Measure of Performance to Analyze and Support Success) asks principals to evaluate teachers using a rubric with components of Charlotte Danielson’s Framework for Teaching to evaluate teacher effectiveness (Act 54). Act 1, passed in 2012, ties Louisiana public school teacher’s pay and tenure to their score on COMPASS. Principals of Louisiana are now asked to evaluate teachers in a high stakes evaluation that is linked to teacher tenure and pay.

Students are likely to avoid academic pursuits if they lack academic self-efficacy (Bandura, 2000). Furthermore, past poor academic performance contributes to the development of low academic self-efficacy. Students who participate in extracurricular activities, like LA GEAR UP, demonstrate better academic achievement and less risk-taking behaviors than non-participating students (Barber, Stone, & Hunt, 2003). In an effort to address dropout, the Louisiana state legislature mandated an initiative in 2009 which required all school districts to offer an alternative vocational high school diploma. Because this alternative diploma, known as the Career Diploma, is being implemented in all high schools throughout Louisiana, this research was designed to ascertain high school principals’ perceptions regarding the Career Diploma’s value. Participants were principals of traditional four-year high schools located within the state of Louisiana. The purpose of this study was to compare high schools in north Louisiana to determine if the presence or absence of instructional coaches influenced student achievement, organizational climate, and/or teacher efficacy in any significant manner. The purpose of this study was to investigate the relationship between District Performance Scores (DPS) in Louisiana and (a) socio-economic status of students, (b) academic achievement using average ACT scores, (c) percentage of certified teachers, (d) district class size, (e) per pupil expenditure, and (f) percentage of minority students in determining why a district is considered low performing or high performing. The Taylor Opportunity Program for Students (TOPS) is a state-funded, merit-based scholarship codified into Louisiana state law in 1997. More than $1 billion in awards have been distributed since the program’s inception. By 2006, eligibility for TOPS required a 2.5 high school grade point average on a legislatively specified 16.5-unit college preparatory curriculum, and a minimum ACT score equivalent to the average of the prior year’s test takers. These rules were believed to promote greater academic preparedness resulting in higher college retention rates. This study examined the relationship between School Performance Scores (SPS) and job satisfaction of principals in Louisiana. The sample consisted of 1328 elementary, middle, high, and PK–12 public school principals in the State of Louisiana. Participants were asked to complete the Short-Form Minnesota Satisfaction Questionnaire (MSQ) via the Internet, with responses being submitted to a secure server. In addition to the MSQ, three demographic questions and three open-ended response questions were asked. The data were analyzed using a one-way Analysis of Variance (ANOVA). High Stakes Testing In Louisiana: An Analysis Of The Disparate Impact On Black And White Eighth Grade Students And The Perspectives Of Parents, Monica L. Mancuso

Standards based reform (SBR) measured by LEAP for the 21st Century (LEAP 21), the high stakes testing program in Louisiana, was explored across rural, suburban, and urban school community types. Differences in scores of Black and White eighth graders on LEAP 21 were analyzed using a multivariate analysis of variance (MANOVA), revealing race and the interaction of race and community type to be statistically significant at p< .05. Black students did not score as well as White students when scores were analyzed by pass/fail and achievement level differences. The percentage of Black students passing the test increased at rates greater than White students when scores from magnet schools were included. Parents of eighth graders disagreed with the use of a single criterion for promotion. Parents said the instruction students received, pace of instruction, and stress of testing negatively affected student performance with the result that their children considered a Graduate Equivalency Diploma (GED) or quitting school. Parents agreed that affluence and the level of family support affected students’ test performance. Some parents also believed it was unfair that non-public school students were not required to take or pass such tests and some parents considered enrolling their child in a non-public school to avoid the consequences of the state testing program.

The primary purpose of this study was to compare the transformational leadership practices of principals of charter schools and traditional public schools in Louisiana. A causal-comparative research design was utilized. All charter schools were asked to participate in the study, and a matched sample of public schools was selected for the comparison group.

Key findings suggest that charter school and traditional public school principals possess transformational leadership skills. However, there was no difference between the groups in the extent to which they practiced these behaviors. Teachers' perceptions did not differ from principals' self-reported practices. In 1995, the Office for Civil Rights conducted a compliance review of the Bayou Parish School System (a pseudonym) in Louisiana. The review revealed a statistically significant underrepresentation of African-American students in the Bayou Parish gifted program. This case study examined how African-American representation in a gifted program may be increased through the use of research-based interventions implemented by the Office for Civil Rights.
