A deficiency common to all three approaches is that a cultural mindset legitimizes their respective structures and hierarchies, leaving no room for the growth of human capital and thereby stifling creativity, innovation and adaptation to the emerging needs of society. Knowledge Economy considerations suggest that we take a different approach to education management to meet the challenges of the new millennium and transform Pakistan into a knowledge democracy.
