The proposed study will identify and fill the gaps between currently available data and methods and desired ones in assessing and understanding the performance of SSI states. It will address the following research questions:
1. What information is available on the academic performance of a system?
2. What methodological challenges are posed by multi-level, multi-dimensional time-series data such as the NAEP and state assessments in understanding factors affecting system performance?
The researchers will examine these issues in two SSI states, Kentucky and Maine. They will examine whether and/or how the current NAEP and the states' own student assessments can be …

The value assigned to an “A” varies in high schools throughout Maine and nationally, and as college admissions and scholarships based on class rank raise the stakes, administrators are scrambling to devise rigorous, equitable grading systems. About half the nation's school systems assign weighted grades, allowing more points for high grades in Advanced Placement or other accelerated courses than for the same grades in less demanding classes, according to a new study from the University of Maine. School reformers contend that a collaborative climate is conducive to effective schools. Collective efficacy is logically connected to collaborative climate and has the potential to enhance understanding of the psychosocial aspects of schools as organizations. This study's purpose was to examine the relationships among teacher efficacy, collective efficacy, and collaborative climate and to determine how, if at all, these three indicators of teacher and school effectiveness were statistically linked. I The study involved surveying 21 high schools. This conversation between Sally Vamvakias, former chair of the University of Maine System Board of Trustees took place on October 5, 1999. At the time, Vamvakias had just completed her ten-year tenure as a trustee, the last four as chair. In this forward-looking conversation, Vamvakias talks about the change that electronic forms of knowledge transmission are bringing to higher education, and lays out the challenges to the University of Maine System as we begin the new millennium. Research suggests that whole-school early literacy program reform should take precedence in our schools (Pikulski, 1994; Snow, Burns, & Griffin, 1998). Discovering how the components of a whole-school early literacy program interact to affect student achievement is the next step in planning for program development. Studies focusing on effective schools have not yet provided information about the impact of a whole-school program on student achievement or about the contribution of each the individual components to the whole program (Anderson & Pellicer, 1998; Creemers, 1997; Creemers & Reezigt, 1996; Wong & Meyer, 1997).
