The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

Although emerging consensus exists that practice-based approaches to teacher preparation assist in closing the distance between university coursework and fieldwork experiences and in assuring that future teachers learn to implement innovative research-based instructional strategies, little empirical research has investigated teacher learning from this approach. This study examines the impact of a video- and practice-based course on prospective teachers’ mathematics classroom practices and analysis of their own teaching. Two groups of elementary prospective teachers participated in the study—one attended the course and one did not. The use of standards-based grading in American public schools is increasing, offering students, parents, and teachers a new way of measuring and communicating about student achievement and performance. Do School District Bond Guarantee Programs Matter?, Michael Cirrotti

The State of Washington enacted a school district bond credit enhancement program in 1999. Oregon did the same in 1998. I use data from the National Center for Education Statistics for a representative sample of states in order to examine whether or not these programs increased the likelihood that school districts in Washington and Oregon issued bonds. I isolate the programs’ impact in Washington and Oregon through difference-in-differences analysis to control for other variation in the data in ten other representative states during the same time period. As younger superintendents replace retirees, professional development needs have increased to meet new forms of accountability, teacher/ principal evaluation and rigorous curriculum reform. In a survey of New York state superintendents, more than half expressed a preference for local, high-quality professional development workshops so they did not have to travel from their districts. The superintendents also preferred professional development involving systemic change and best practices.

Teacher evaluations are undergoing significant changes in response to demands for school reform and higher accountability. States are now including value-added data in teacher evaluations, experimenting with merit pay based on evaluations, or both. Colorado, Florida, New Jersey, New York, and Texas are but a few states that have altered the way teachers are evaluated or that are incorporating value-added data.

This research brief addresses the question of whether the introduction of the Kalamazoo Promise in late 2005 brought about a shift in media coverage of Kalamazoo Public Schools (KPS). It is part of an effort to examine the nonacademic effects of the Kalamazoo Promise—more specifically, if and how the Promise has changed the broader community. A review of educational content in the Kalamazoo Gazette and the Grand Rapids Press pre- and post-Promise announcement was analyzed to determine whether the introduction of the Kalamazoo Promise changed media coverage, thereby affecting community perceptions of KPS as compared to Grand Rapids Public Schools. …

Two types of charter schools exist in Arkansas: open-enrollment charter schools, which operate independently of any district, and district conversion charter schools, which operate within an existing school district. Charter schools have more autonomy on certain rules and regulations than traditional public schools; however, charter schools are held accountable for academic results and fiscal matters, as defined by the charters contract. Changing demographics impact our schools as children come from more linguistically and culturally diverse backgrounds. The various social, cultural, and economic backgrounds of the students affect their early language learning experiences which expose them to the academic language needed to succeed in school. Teachers can help students acquire academic language by introducing words that are within their Zone of Proximal Development and increasing exposure to and use of academic language. Slides from a faculty workshop organized by the Central Pennsylvania Consortium, held at Franklin and Marshall College in Lancaster, PA. In this talk I discuss how to use findings from the NGLC grant-funded study of blended learning at 40 liberal arts colleges and related pedagogical and cognitive science research to develop effective blended courses. Some of the topics covered include the "testing effect," spacing learning learning over time, feedback, and metacognition.

Although grounded in theory and philosophy, and mandated by federal legislation, there is often a gap in research to practice when it comes to involving families in the assessment process. As family involvement through the continuum of early childhood education is recognized as “best practice” in the field, the assessment process must not be excluded. However, teachers in early childhood programs may need additional strategies to invite families to join in the process. Strategies for parent participation as consumers, informants, team members, and advocates are discussed as well as outcomes for children and families.
