Despite a significant drop in the number of pregnant adolescents and reforms to fight

gender discrimination under Title IX, teen pregnancy and risk factors including poverty,

stigma, and substance abuse, which may lead to different negative outcomes, such as

depression, social isolation, and lowered self-esteem remain a persistent problem in the

United States. Due to these factors, pregnant and parenting teens have been noted to drop

This article looks at the effects of a national policy of research prioritization in the years following Ireland’s economic crisis. A national research prioritization exercise initiated by policymakers redefined the purpose of higher education research, and designed policies in line with this approach. Placing research for enterprise to the fore, it emphasized the economic value that subjects could return on state investments. This article examines the post-crisis policy of prioritization, its relationship with and effects on arts and humanities research, and how the notion of the benefit of research can be broadened while still addressing economic needs. This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.

One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.

Another aspect provided in this analysis is the changes established in response to court cases filed when school districts violated the provisions of the McKinney-Vento Act. The reauthorizations that followed each finding …

The current study examines the connection between a change of family income and the retention of academic gains for children in low-income households who have attended a center-based preschool program. These children are often shown to lose the academic advantage they gain during preschool as they move through k-12 education in a phenomenon called fade out. A theoretical framework was constructed positing that material and psychological effects of poverty inhibit the ability of these families to support and maintain growth during this critical time when children are highly nested in the family unit.

This study investigated how media portrayals of individuals in the lower class affect people’s beliefs about educational hardships in lower socioeconomic areas. Specifically, this study looked at the attributions of these hardships to determine if media consumption had an effect on the internality of attributions. It was hypothesized that increased media consumption would be related to an increased tendency toward internal attributions. It was hypothesized that increased media consumption would lead to lower support for policy changes regarding education. In order to meet these needs, the systematic development of a series of RtI rubrics was initiated within the state of Colorado to support districts, schools, and educators with the implementation of the RtI framework. The purpose of this paper is to articulate how a theory, developed in 1968 by Garrett Hardin to describe how shared resources, or “commons” can become depleted, also elucidates the mechanism by which standardization of educational outcomes and assessment have come to dominate current education discourse. We then present results of a case study of a school struggling to succeed within a context of a district’s hyper-focus on standardized measures of success, and employ the theory to illustrate its usefulness to explain what we found at the school site. The new IDEIA (2004) mandates regarding the implementation of Response-to-Intervention (RtI) present challenges for general education teachers. The law dictates the implementation of Response-to-Intervention, which requires the application of a pyramid of interventions for students failing to make adequate yearly progress in response to general education programs. Response-to-Intervention regulations redefine general education teacher roles, increase responsibilities regarding instructional interventions for at-risk learners, and change the process used to determine qualification for specific learning disability (SLD).

The United States Supreme Judicial Court is currently deliberating the University of Michigan Affirmative Action lawsuits involving three white students who claim they were discriminated against because of race-conscious admissions policies. Organizations, such as the Center for Individual Rights, which sponsored the Michigan plaintiffs, and the Center for Equal Opportunity, have spearheaded drives to evaluate affirmative action programs in light of equal protection under the law. Viewed in this light, these policies appear to be unfair to white candidates. Examined more closely, concerns about equitability are missing from arguments about fairness. Student Rights: U.S. Supreme Court Cases-- Their Implications For And Implementation In Washington Schools, Angela Dawn Ramsey

The relationship between national litigation and state legislation was studied. Seven areas of student rights were used in categorizing Washington State's educational laws and policies, and twenty-three precedent-setting United States Supreme Court cases. The results showed support for the hypothesis that national litigation impacts state legislation in educational policy-making. Implications for and impact that this has upon the future are discussed.
