The Association Between Elementary Teacher Licensure Test Scores And Student Growth In Mathematics: An Analysis Of Massachusetts Mtel And Mcas Tests, Life Legeros

This quasi-experimental value-added study provided evidence for the predictive validity of the Massachusetts MTEL General Curriculum Mathematics Subtest by finding an association between the licensure test results of 130 teachers and the growth of their 2640 grade 4 and 5 students. The study took advantage of a natural experiment that arose due to a policy change made by the Massachusetts Department of Elementary and Secondary Education (MADESE) in response to the initial administration of a new highly rigorous math-specific licensure subtest for elementary and special education teachers in March, 2008. The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

This study begins with a review of court cases that have helped shape public education in America. Following the review is an analysis of federal reform in education from 1965 to the present, paired with educational leadership literature to highlight a disparity in what federal mandates and state policies have in place for accountability measures. The study ends with a state analysis of Illinois and Iowa to find the strengths and weaknesses of state policy in the area of principal accountability.

In May 2013, The Lincy Institute1 commissioned, Tripp Umbach2 to prepare an economic impact report to show the value of a new, four-year allopathic medical school (hereinafter referred to as the new four-year medical school) in Las Vegas. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

Teacher quality has a significant impact on both student learning gains and later life outcomes. With this is mind, policymakers implement reforms to attract and retain more effective educators. A major obstacle for designing these policies is that the ingredients for training, as well as initially identifying, effective teachers remain largely a mystery. However, there are strong theoretical arguments for certain education policy reforms producing improvements in the quality of the teacher workforce. We describe a rural/micropolitan example of the intertwining of school consolidation and demographic change with exacerbated segregation and inequality. To do this we consider Dawson County, Nebraska, which hosts the state's most Latino/a school district (Lexington) and which saw its number of schools decline from 37 to 19 during this century's first decade, and the number of local school districts lessened from 18 to 5. In particular, we call attention to the irony that consolidation was pursued with an explicit call for more equality in schooling in Dawson County (Swidler 2013) and yet population concentrations and variation in expenditures seemed …

Two types of charter schools exist in Arkansas: open-enrollment charter schools, which operate independently of any district, and district conversion charter schools, which operate within an existing school district. Charter schools have more autonomy on certain rules and regulations than traditional public schools; however, charter schools are held accountable for academic results and fiscal matters, as defined by the charters contract. This Article explores the implications of a dramatic shift in the American educational landscape—the rapid disappearance of Catholic schools from urban neighborhoods. Primarily because of their strong track record of educating disadvantaged children, these school closures are a source of significant concern in education policy circles. While we are inclined to agree that Catholic school closures contribute to a broader educational crisis, this Article does not address well-rehearsed debates about educational outcomes. The purpose of this quantitative study is to determine the effect that educational choice, in the form of vouchers, is having on the performance of traditional public schools in Hamilton County, Ohio. The threat of losing students to vouchers creates a sense of competition for students, and ultimately the dollars that are attached to them. Public Historically Black Colleges and Universities (HBCUs) continue to receive inequitable funding at state-levels (Gasman, 2010; Minor, 2008). The Higher Education Act of 1965 designates an HBCU as an “institution whose principal mission was and is the education of black Americans, was accredited and was established before 1964” (UNCF, 2013, para. 1). The current funding situation is problematic because HBCUs have successfully educated African Americans, low-income, and underprepared students (Gasman, 2010). Perhaps with equitable state support, the educational gains of HBCUs may improve. The purpose of this article is to analyze three policy alternatives that would improve resources at HBCUs. …

KIPP Delta College Preparatory School (KIPP: DCPS), an open-enrollment charter school, opened in 2002 in Helena, Arkansas. Since its opening, KIPP: DCPS students have consistently outperformed their peers in the Helena/West Helena School district, and moreover, recent test scores suggest that white students and minority students are achieving at the same rate, essentially eliminating the achievement gap that persists between whites and minorities elsewhere in the state. In fact, KIPP's achievement record was so influential that when Arkansas lawmakers instituted a cap on the number of open-enrollment charter schools in the state, they made an exception for KIPP, essentially allowing …

When it comes to education, Nevada’s reputation as a low‐performing state in no way reflects a shortage of reforms. The politics of high‐stakes accountability characteristic of federal education policy since the 1980s has resulted in much reform, but “small change” in terms of funding and improved outcomes in the Silver State. This brief examines the history of Nevada education reform and why Nevada must reform its approach to improving schools by turning its attention from unfunded mandates to adequate and equitable investments in education.
