Gay and lesbian studies has been in the mainstream press quite a lot over the last several months, particularly after Yale University's refusal to accept Larry Kramer's generous gift to establish a program on their campus. Venues such as the New York Times have recently filed cover stories on the status of "sexuality" studies on campuses around the United States, and on the number of campuses in which undergraduate students can major in gay and lesbian studies and attendant fields.

This article focuses on the period from 1928 to 1935, Depression years, when Harold Jowitt was director of native development. During these years, debates over the Jeanes teacher program, and specifically over the careers of Matthew Magorimbo and Lysias Mukahleyi, exposed both the needs that drew the administration and missions toward community-based development, and the questions of power, authority, and resources that blocked community development, and more specifically the Jeanes teacher program, from achieving its stated aims.

Poverty, Gender, and Youth
Analysis of recent survey data reveals large differentials in child mortality among ethnic groups in countries throughout sub-Saharan Africa. These disparities correspond with the prominence of specific ethnic groups in the national political economy. In many countries where heads of state since independence have come from one or two ethnic groups-as in Côte d’Ivoire, Kenya, and Niger-these groups have experienced levels of early child mortality at least one-third lower than those of other groups. In other countries where there have been several transitions in state control, as in Ghana and Uganda, descendants of precolonial kingdoms such as Ashanti and Buganda …

Gifted and talented students in rural areas have barriers that are specific to them. Through a review of literature on gifted and talented students in rural schools this writer has determined five barriers to effective educational programming: (1) Anti-intellectualism as a societal attitude; (2) isolation of rural gifted students; (3) the all-encompassing role of the gifted and talented teacher; (4) inadequate curricular or programming opportunities; and (5) lack of funding.

Youth leadership development within community service allows teenagers to serve others, to lead, and to contribute to society in ways that support positive roles, personal values, and communal beliefs in justice and equality. Ideally, community service learning builds supportive structures for youth leaders, encourages positive dialog around new relationships, and empowers others as competent and purposeful individuals.

Recent research on peer relations has differentiated two groups of socially isolated children, one due to social withdrawal and the other because of aggressive behavior. Aggression has seen more research and more conclusive evidence of the development of later problems while much of the peer relations literature has previously regarded the socially withdrawn child as questionable in terms of risk. Developmental theorists, however, maintain that interpersonal experiences enable children to gain a sense of other's perspective and relate to peers in social settings. The workshop sponsored by the College of Education Multicultural & Diversity Committee on Friday January 16, 1998 was attended by approximately 40 faculty members and students from the College of Education. This paper is premised on the assumption that civic responsibility is the contemporary version of higher education's historical outreach mission. With that as an understanding, it considers how best colleges and universities can fulfill this commitment of service to external communities, broadly defined to include local, national, and international concerns. The paper offers typologies of ways that institutions structure academic outreach, responsive curricula, land-grant and extension school programs, faculty professional service, coordinating student volunteerism and encouraging public access to campus for athletic or cultural events. The Effects Of Primary School Quality On The Educational Participation And Attainment Of Kenyan Girls And Boys, Cynthia B. Lloyd, Barbara Mensch, Wesley H. Clark

In Kenya, adolescent girls fare poorly relative to boys in an educational system characterized by enormous growth, deteriorating quality, and rising costs. Girls are more likely than boys to drop out of school prematurely and are less likely to do well on the primary school leaving exams that come at the end of grade eight. Using data from nearly 600 adolescents aged 12-19 in combination with data collected from 36 primary schools in which those adolescents reside, this paper investigates the effect of school quality on the likelihood of dropping out from primary school in three districts of Kenya. Incentive Schemes For School Attendance In Rural Bangladesh, Sajeda Amin, Gilda Sedgh

This paper examines the impact of two incentive schemes on school attendance in rural Bangladesh: a food-for-education program for poor primary school children and a female secondary school scholarship scheme. The data come from an in-depth village study, before and after the programs went into effect. Both programs provide direct financial incentives to families to send their children to and keep them in school. The data also allow for an assessment of an informal school program sponsored by BRAC, a national non-governmental institution, at the study sites.
