Awareness of OER is essential to understanding and implementing open and equitable pedagogical practices. However, what if a campus requires more education about the “what” and “why” of OER to then spark discussions about open pedagogy? And how does an institution build a campus culture of open education when stakeholders have different degrees of investment in its implementation? Research has recognized the importance of libraries and librarians in supporting, managing, and sustaining open educational resources (OER) programs in postsecondary institutions. Open education initiatives generally align with social justice aspirations and should be open and inclusive to everyone. Yet, in practice, this has not always been the case. The literature in open education has thoroughly examined the implications of labor and staffing for initiatives around open educational resources (OER). However, less attention has been paid to the reliance on librarian labor for open pedagogy support. This article describes a collaboration between librarians and faculty to support an open pedagogy assignment in which students co-created an open textbook describing the history, politics, and culture of several East Asian cities. Most postsecondary institutions in the United States have a copyright and/or intellectual property (IP) ownership policy, outlining under various circumstances the ownership of copyright and IP generated by faculty, staff, and students (Patel, 1996). As awareness of open educational resources (OER) increases and both faculty and student creation of openly licensed materials builds momentum, a closer examination of copyright ownership policies and what legal and ethical implications they may have for open education is crucial. During 2020-21 two business faculty from different institutions together with OER librarians, undergraduate students, and graduate assistants conspired to create a faculty-access-only test bank aligned to senior undergraduate-level open textbook, Strategic Management (2020) and AACSB Standards. Test bank development followed instructional and ethical practices for non-disposable assignments including faculty development of assignments, student ownership of student work, student “opt in” to go public, choice of no or some student attribution, financial incentives for various project participants, project MOUs, professional copyediting, and public release to vetted requestors. Academic librarianship is a constantly changing profession. Open education librarianship has developed as an area of specialization. Effective continuing professional development (CPD) for learning about open educational resources (OER) is needed to meet academic librarians' knowledge and training needs engaged in this area. This narrative case study examines the experiences and perceptions of academic librarians who completed a structured open education leadership program. Interviews were conducted with a selection of program fellows to capture the personal perspectives of the program participants. Kentucky Virtual Library’s Affordable Learning Steering Committee, an initiative of the Kentucky Council on Postsecondary Education (CPE), is a working group of librarians from universities around Kentucky exploring ways to advance Kentucky in the Open Educational Resource (OER) / Affordable Textbook movement.
