This study is aimed at understanding how youth leadership development programs can be more inclusive and promote a broader range of leadership values, qualities, and behaviors by focusing on young people who have been disaffected by leadership development programs. The study design was intended to provide a creative space for youth to engage in meaningful conversations about their evolving concepts and expectations of leadership. Using critical youth participatory action research to engage a group of youth, cohort members co-created a new youth leadership development program while addressing their identified challenges and needs. Participatory Rural Appraisal (PRA) has shown that participation in development programs in poor communities can be empowering not only for the community members but also for the development workers. However, not all PRAs have seen successes especially in fulfilling their mission to encourage real participation. Non-profit organizations and community programs work with at-risk youth to teach social-emotional skills like empathy, self-confidence, and self-efficacy. This research aimed to examine best practices for community programs that use human-animal interaction as an intervention for at-risk youth. Specifically, the phenomenological study aimed to review the successful strategies that community programs when working with the at-risk youth population. Used in a variety of community contexts and needs, the Community Capitals Framework (CCF) is an analytical tool to holistically examine the complex and unique characteristics that exist at the local level. Librarians need to build on their trusted status to be more actively engaged in activities that support our democratic system whose success relies on having an informed citizenry. These activities including teaching media literacy skills to patrons in the library as well as in the schools in partnership with teachers. Higher education institutions commonly play a role in community development. Rural communities may be even more dependent on the university's investment. As higher education has looked to meet demands of stakeholders calling for greater accountability, it has become necessary for universities to be able to justify the effectiveness of these efforts. Communities relay expectations of behavior that influence residents' decision making processes. The study's purpose was to define and identify Social, cultural, and human capital variables relevant to understanding community expectations of postsecondary attainment. The study sought an operational model of community expectancy that would allow policymakers and higher education leaders to recognize the community-level factors affecting student outcomes and then to make appropriate policy adjustments to encourage better outcomes.

An Evaluation Study: Does The Workforce Investment Act Impact Secondary Student Retention In Selected Mississippi Delta Communities?, Tyrone Price Dooley

This study used a quasi-experimental cross-sectional quantitative model to evaluate the Youth Development Program, a component of the federal Workforce Investment Program. This evaluation study determines whether participation in the Youth Development Program reduced dropout rates among youth in secondary schools in seven school districts in the southeast Arkansas Delta. The impact of the Youth Development Program was examined in the following school districts: Dollarway, Pine Bluff, Watson Chapel, White Hall, Stuttgart, Dewitt, and Star City. The cross-sectional analysis covered the 2006 through 2008 program years. The evaluation model consisted of a comparison group that included 437 youth randomly drawn …

Education And Community Development Among Nineteenth-Century Irish And Contemporary Cambodians In Lowell, Massachusetts, Peter N. Kiang

New England Journal of Public Policy

As cities undergo dramatic demographic changes, schools become important sites of conflict between the interests of established and emerging communities. This article presents a case study of Lowell, Massachusetts, where the second largest Irish community in the country resided during the 1850s, and which is now home to the second largest Cambodian community in the United States. Analysis of nineteenth-century Irish community dynamics, particularly in relation to issues of public education in Lowell, reveals the significance of religious institutions and middle-class entrepreneurs in the process of immigrant community development and highlights important relationships to ethnicity, electoral politics, and economic development. …
