ABSTRACT ARE PUBLIC SCHOOLS WORTH SAVING? IF SO, BY WHOM? by Philip Kovacs While there is a loose coalition of individuals and organizations attacking the institution of public schools, there does not appear to be a coordinated defense of public schools. Without a coordinated defense of the institution, public schools will arguably 1) grow increasingly regulated and/or 2) be shut down altogether. Given that progressive scholars believe schools should exist to maintain a pluralistic and participatory democracy, should 1) or 2) continue, the progressive goal of democracy through education becomes increasingly removed from possibility. This project examines the benefits of Educational and/or Job Training under the Job Training Partnership Act (JTPA) Title II-A and Title II-C programs for Colonia residents in Hidalgo County. The design will be a pretest-posttest non-randomized experiment, conducted by the County of Hidalgo Office of Employment and Training (CHOET). This paper will present the background of the study, describe the methodology, present facts about the living standards of the colonias within Hidalgo County, the procedures of the project, and the measurement of the project impacts.

The media during the past ten years has given considerable attention to the workplace violence in factories, service organizations, and the public school systems throughout the United States. This study compared patterns of workplace violence in the 23 member institutions of the Virginia Community College System (VCCS) with the patterns of workplace violence in selected for-profit service and manufacturing employers in Virginia, to determine if workplace violence incidents occurring in the VCCS's member institutions reflect the workplace violence incidents experienced by business and industry within each member institution's service region. Perceptions Of Competencies For Americorps Supervisors Within The Texas Agricultural Extension Service: An Exploratory Study, Ruben Javier Saldana

As a special project of the Texas Agricultural Extension Service, the AmeriCorps program requires special supervisional and management competencies on the part of supervising agents at the local level. This study tested 131 variables as indicators of high performance and surveyed all fourteen agent supervisors. Management areas were divided into structure, performance management, office management, and competencies. Exemplary supervisors were identified in a triangulation model that involved nominations by peers, immediate supervisors, and the AmeriCorps project director.
Findings were that the use of the plan of work and incorporation of project goals were highly related to high performance. Coaching behavior …

The purpose of this study was to investigate two underlying questions related to welfare reform and its impact on participants in the Cumberland Plateau Region: (1) What are the training and other noneducational needs of the participants in the VIEW program? and (2) What is the projected success of the impact of the training on the lives of the participants? The research study included 47 interviews with four distinct groups of individuals--VIEW participants, case managers, administrators, and trainers. Teaching is reported to be a stressful occupation and social support is thought to mediate stress. The purpose of the study was to identify relationships between the level of professional burnout and social support of high school teachers in Northeast Tennessee. In this correlational study, a sample of 228 secondary school teachers in Northeast Tennessee completed the Maslach Burnout Inventory and the Teacher Support Network Inventory (TSNI). Respondents' satisfaction with support and amount of support were ascertained from the TSNI. The purpose of this study was to identify issues that are considered important to the legislators and higher education leaders of Tennessee in making decisions that affect the funding of higher education. A further purpose was to identify actions that such individuals believe should be taken by higher education leaders to ensure that higher education is accountable and worthy of continued or increased financial support. This historical-descriptive study examined Southern Appalachian settlement schools as early initiators of integrated health and social services with education from the 1900s through the 1970s. Three schools were studied: Hindman Settlement School (KY), Pine Mountain Settlement School (KY) and Crossnore School, Inc. (NC). The purpose of the study was to determine the type and extent of services provided, the relationship of the settlement schools with their respective county public school system, and the transfer, if any, of integrated services from the settlement schools to public schools as the public schools took over educational responsibilities once offered by the settlement schools. …

Addiction leads to homelessness, AIDS, other health problems, crimes, financial burdens, family conflict and many social and psychological problems. Relapse rates remain very high in addiction programs and employees are frustrated by the poor response of clients to treatment and to the bureaucratic style of management often found in hospitals and clinics. Relapse rates are due to stress factors, respondent conditioning processes, and lack of focus on techniques of relapse prevention. In 1979, President James E. Carter signed into law the thirteenth Cabinet-level office, the Department of Education. Although the United States has had a department, bureau, or office of education since 1867, the newly established Department of Education gave education a seat at the Cabinet table. Since that time, four individuals have served as secretaries: Shirley M. Hufstedler, Terrel H. Bell, William J. Bennett, and Lauro F. Cavazos. Examined in this study were the importance of leadership styles and educational philosophies as exhibited by the four secretaries. The costs and public effects of using federal vocational education dollars in the local school district were studied. Twenty-five Washington school districts were randomly selected. Financial data were compiled and a survey distributed to these schools. The results showed increased use of federal vocational monies resulted in increased local administration, as school size decreased use of federal monies decreased, smaller schools spend more money per student, and local advisory committees feel that vocational education needs federal monies.

This study was a statewide survey that attempted to determine the value of Texas history programs and the status of the materials available. Information was gathered in a survey of selected schools with an Average Daily Attendance of at least 10,000 students during the 1979-1980 school year. The data was summarized and analyzed in eight tables. The conclusions of this study Indicate; (1) the movement to eliminate the required teaching of Texas history is in great disfavor with the teachers of Texas history; (2) the state required minimum of 24 hours of history is considered adequate; (3) most school districts …

The Significance Of Projecting Enrollment In Determining School District Apportionment Revenue In Washington State For 1979, Charles M. Plesha

The enrollment of the Sunnyside School District for the 1979-80 school year was estimated. This enrollment figure determined the potential staff allocation size, which in turn determined the 3010 apportionment revenues from the state. Revenues, likewise, determined the district's 00, 30 and 97 programs' staff expenditures. Those predictions were made for the general fund budget only. In addition, other revenues received from the state by Sunnyside School District, which effected the 3010 apportionment account, were explained. Actual historical enrollment data of Sunnyside School District No. 201 were utilized to make all projections as meaningful as possible.
