Over the past decade the concept of taking a gap year has become mainstream in the US. The COVID-19 pandemic abruptly transformed the landscape of higher education. The urgent nature of procedural changes in academic and administrative higher education services did not exempt leadership, faculty, or staff from their legally mandated responsibility to provide equal access to the educational environment for students with disabilities as outlined within title II of the Americans with Disabilities Act Amendments Act (ADAAA). The purpose of this study was to explore the strategies used by disability services professionals to implement the ADAAAA during the COVID-19 pandemic. In the United States, there has been a consistent under-enrollment of Black American men who have enrolled and graduated from four-year colleges and universities. The result of this lack of educational attainment is problematic, as it can be seen in lower employment rates, higher under-employment rates, higher rates of incarceration, poorer health, and even a lower quality life. Institutional leaders and policymakers have struggled to find solutions for increasing the participation of Black American men with largely mixed results. Across society, the consistent influx of students enrolling in higher education institutions without a comparable increase in degree attainment has produced a heightened awareness and a desire to identify the factors related to influencing college success. This dissertation aims to develop a greater understanding of three potentially relevant factors and their respective influences in facilitating college success at the University of Arkansas. An Evaluation Of Arkansas’ Developmental Coursework Policy At Postsecondary Institutions, Evan Thomas Rhinesmith

This dissertation is an evaluation of the impacts of assignment to and enrollment in postsecondary remedial coursework in the state of Arkansas. In this study, I evaluate the impacts of the policy on students’ academic achievement and attainment as measured by graduation rates and persistence. I include subgroup analyses of these outcomes to determine whether there are heterogeneous effects for students enrolling at two-year or four-year institutions, institutions with the highest remediation rates, and students of different races, genders, and baseline achievement. Like previous evaluations of remediation in other settings, the results here point to negative impacts of remediation on …

Public higher education has experienced a decline in state funding in real dollars. This has created financial challenges for many students and their families, as well as institutions.

Tax revenue has decreased as a result of the economic recession, causing state leaders to reprioritize their fiscal responsibilities. Higher education has been viewed as a discretionary expense in competition with other state programs, so funding can, and often, does vary. Higher education institutions commonly play a role in community development. Rural communities may be even more dependent on the university's investment. As higher education has looked to meet demands of stakeholders calling for greater accountability, it has become necessary for universities to be able to justify the effectiveness of these efforts. The purpose of this study was to determine the elements necessary for successful rural community development in Western Oklahoma.
