College choice models have been used since the 1980s to try and explain the processes and influences high school students use to decide if and which college to attend after graduation. These models focused solely on college attendance and lacked attention to the nuanced needs and resources found in rural communities. In this three-paper dissertation, a new, rural-centric model is proposed, tested, critiqued, and revised. Undocumented students face myriad obstacles while attending higher education institutions that would deter them from completing their academic journeys. Furthermore, they are placed with a dual narrative that labels them as either dangerous or exceptional. This study explored the lived experiences of undocumented students in college in the San Diego-Tijuana border region to consider what factors have led to resilience and resistance in their academic journey. By understanding these factors, the research aimed to tackle the dual narrative that burdens undocumented students from the illegality as a master status they possess.

The issue of immigration played an important role in recent U.S. elections. How did the salience of immigration and refugees in the 2016, 2018, and 2020 elections play out amongst young voters? Did increased opportunities to interact with immigrants and refugees affect respondents’ feelings towards these groups, as social contact theory might predict? The analyses here focus on a sample of college students, given that the higher education experience presents conditions for social contact theory to play out. The Unintended Consequences Of International Student Shortage: Evidence From A Policy Reform In South Korea, Syngjoo Choi, Chung-Yoon Choi, Kim, Jongkwan Lee

We study the role of international students in the higher education sector and the local economy by exploiting a policy reform in South Korea that significantly restricted the admission of foreign students to local universities. By comparing the pre- and post-reform differences between universities with different pre-reform shares of international student enrollment, we find limiting the inflow of international students significantly worsened the financial outcomes of local universities. We also document that a reduction in the number of international students in local areas resulted in decreases in native employment, mainly in sectors such as agriculture and business support services, suggesting …

States founded, control, and fund public postsecondary institutions because higher education helps meet state goals. Public institutions of higher education provide considerable public benefits to states, but these benefits have not been systematically measured. As a result, public conversations about the broad value proposition of higher education do not center the public benefits produced by institutions. Using a framework of empirical and realized publicness, this exploratory sequential mixed-methods study used content analysis of state agency mission and vision statements to identify state goals for public higher education. Situated at a Hispanic-Serving Institution (HSI), this postcritical ethnographic and photovoice study sought to explore how Latinx students define and practice civic engagement. Theoretically framed by Latino Cultural Citizenship (LCC), the study explored how current Latinx student civic engagement practices inform a Hispanic-Serving Institutions’ civic engagement efforts. Data collection took place over the 2021-2022 academic year and an exhibition of the study’s findings was made publicly available at the culmination of the study. Findings from the study indicate that Latinx postsecondary students define civic engagement as knowledge and resource sharing (KRS) and achieving success. State funding for higher education is one of the most pressing issues facing both institutions and policymakers in 2022. Colorado has seen significant declines in the amount of state funding per student over the past two decades, resulting in increases in student burdens for tuition. Policy discourse analysis through a poststructural and neoliberal lens provided insight towards the legislative process and the discursive themes utilized by Colorado policymakers during the 2021-22 legislative budgeting cycle. This dissertation research chronicles my experiences with emotions and learning as a student conduct administrator throughout the arduous process of investigating, becoming, and transforming by engaging sociocultural theory. Grounded in Authentic Inquiry (Tobin, 2006), this research centers my lived-experience and nuances the role of emotions in student affairs and especially student conduct practices. Throughout this dissertation I address themes surrounding reflexivity (Bourdieu, 1992), emotions (Turner, 2002) (Collins, 2004), and self-care. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. How does spending affect academic outcomes in higher education institutions? Postsecondary schools incur costs to provide services to its student body. In this study, I introduce multiple outcome variables, a two-stage production function, and current-year expenditures on core services to evaluate how school spending affects academic outcomes.

The empirical analysis includes 28 group sample parameter estimates from four outcome variables, the pooled sample, and group samples for each of six sectors. The fixed effects/instrumental variable (FE-IV) instructional expenditure parameter estimates were positive for 20 of the 28 group samples. Using Actor-Network Theory (ANT) as a way to do Critical Policy Analysis (CPA), this instrumental case study explores the relationships between citizenship and immigration (CI) policies and the internationalization of Canadian higher education. By utilizing a critical-sociomaterial approach, the research exposes actors and actor-networks that are otherwise overlooked in these policy areas. Moreover, this lens underscores the impacts and consequences of policy and how the enrollment and/or exclusion of actors in actor-networks enables certain actors to exert control, power, and primacy over others.
