The qualitative case study exposed the permanence of racism beginning in the antebellum public schools of Nashville and continued in the current actions in the Tennessee legislature with the expulsion of two Black male legislators. Critical race theory is used as the main descriptor for the actions of White politicians and legislators in Tennessee who continue the oppressive treatment of Black people in the state of Tennessee.

The school to prison pipeline is a phenomenon fed by exclusionary discipline practices that increase the likelihood that a student will have an interaction with the juvenile or criminal justice system at some time in their life; this phenomenon disproportionately affects Black students. This study’s purpose was to investigate school-level behavioral outcomes in relation to the proportion of Black teachers and students in U.S. schools. Negative school outcome and academic achievement gaps are well-documented. However, many of these studies utilized small, localized populations; my research used national data and focused on the problem behaviors in school. Drawing from Critical Race Theory, I hypothesized that a greater proportion of Black teachers would reduce school student problems and negative behaviors (e.g., student verbal abuse of teachers, widespread disorder in classrooms). Transition Design offers a framework and employs an array of tools to engage with complexity. “Cancel culture” is a complex phenomenon that presents an opportunity for administrators in higher education to draw from the Transition Design approach in framing and responding to this trend. Faculty accused of or caught using racist, sexist, or homophobic speech are increasingly met with calls to lose their positions, titles, or other professional opportunities. In the United States, incarceration rates have increased dramatically over the last three decades, soaring above any other country. Significant factors contributing to the increase include changes in sentencing laws and policies that target drug-related offenders and prioritize punishment over rehabilitation. In our earlier work on generalizing from qualitative research (GQR) we identified our two-decade struggle to have qualitative research outcomes formally “listened to” by policy personnel and bureaucratic systems in general, with mixed success. The policy sector often seems reluctant to acknowledge that qualitative research findings can be generalized, so impacts tend to be informal or simply ignored. The “official” methodological literature on generalizing from qualitative research is epitomized by Lincoln and Guba’s (1985) still oft quoted, “The only generalization is: there is no generalization” (p. 110). Focusing on the United States, this paper examines the impact of military service for the cohort of individuals that have experienced the social factors that characterize emerging adulthood as a unique stage in the life course. We argue that military service, as a turning point, may act differently in contemporary times compared to findings from past research. This difference is driven by changes in military service, the draft versus volunteer military service, and the prevalence of emerging adulthood. In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. Research evaluation is the subfield of evaluation that examines the processes and products of scientific and technological research. This dissertation explores the case of interdisciplinary research evaluation by reviewing the publications of one of the most influential and highly cited scholars in evaluation, public administration, and knowledge utilization: Carol Hirschon Weiss. As one of the foundational theorists of evaluation, the evaluation perspective of Weiss's work typically pervades discussions.
