Mobile technologies present an opportunity for scholars and practitioners to extend the application of instructional design theories and models to a mobile learning environment. The goal was to examine mobile learning design and development issues, validate and extend the instructional design theory, Component Display Theory (CDT), to the development of mobile learning activities, and recommend guiding principles for mobile learning system development.

Blind and visually impaired students are under-represented in the science, technology, engineering, and mathematics disciplines of higher education and the workforce. This is due primarily to the difficulties they encounter in trying to succeed in mathematics courses. While there are sufficient tools available to create Braille content, including the special Nemeth Braille used in the U.S. for mathematics constructs, there are very few tools to allow a blind or visually impaired student to create his/her own mathematical content in a manner that sighted individuals can use. The federal government continues to monitor the cost of paper texts as an essential component of postsecondary education expenses. The Higher Education Act (HEA), which was initially passed in 1965, was created to buttress the educational resources of colleges and universities. Along with addressing the benefits of financial aid in postsecondary and higher education, the act referenced the projected financial burdens of paper texts. The last 2008 reauthorization suggested that colleges and universities develop plans to reduce the costs of college. Congress is currently working to reauthorize the legislation. This dissertation investigates approaches for the development of an implementation model for ICT systems in the higher education environment. ICT systems have been implemented in various education settings, but have been narrowly focused in nature. There lacks a generalizable model to implement these systems in higher education settings. The research questions in this study sought to identify the criteria that can be used to develop and evaluate the implementation model.

This dissertation study documents in-depth the exploration of the Public Private Partnerships (PPPs) between the Dayton Regional STEM School (DRSS) and their industry partners as well as the establishment of a framework for evaluating and assessing PPPs. The public-private partnership agreements were studied in order to answer the over-arching research question: How is an effective public-private partnership established, assessed, and evaluated in education? The No Child Left Behind Act requires all students; regardless of poverty level, learning disability, limited English proficiency, or racial/ethnic origins; to be in general education classrooms meeting high standards of proficiency in reading/language arts and mathematics by 2013-14. Meeting high standards of proficiency in a general education classroom is particularly challenging for students diagnosed with pervasive developmental disorders, such as Asperger's syndrome. Limited interests, inflexible language, and social skills deficits without a history of cognitive or language delays before the age of three characterize the disorder. Undergraduate courses such as mathematics, science, and computer programming require high levels of decision making, concentration, and cognitive demand. Researchers in the field of instructional design are interested in effective instructional strategies that can aid practitioners in teaching such abstract and complex skills.
