The Australian Government is supporting the Government of Lao PDR to undertake significant primary education reforms through its flagship Basic Education Quality and Access in Lao PDR program (BEQUAL), including a new primary curriculum. Phase 1 of BEQUAL (2015-22) supported the Ministry of Education and Sports (MoES) to rollout the new primary curriculum in schools, starting with Grade 1 (G1) in 2019. Specific teaching practices were introduced, including active learning, student-centred learning approaches, formative assessment, and a phonics approach to teaching reading. Global education monitoring
This policy brief investigates gender disparities in learning outcomes and the factors contributing to these disparities as identified in large-scale assessment data in Southeast Asia. It additionally provides a set of recommendations aimed at enhancing equitable student learning outcomes while advocating for comprehensive support of gender-based interventions within educational quality initiatives, spanning both systemic and school-level support. The findings presented in this brief are drawn from large-scale assessment (LSA) datasets and secondary analysis of these sources. For more detailed information regarding the large-scale assessments in Southeast Asia, please refer to the appendix section.

Owen Kiernan was born on March 9, 1914, in Randolph, Massachusetts. Kiernan graduated from Bridgewater State University in 1935 (known then as Bridgewater State Teachers College) and went on to get his masters at Boston University and his Doctorate at Harvard. Kiernan participated in baseball and basketball while at Bridgewater State and was inducted into the school’s Athletic Hall of Fame in 1989. After graduating from Bridgewater State in 1935, Kiernan kept a strong connection to the school for the rest of his life.
Kiernan became the Massachusetts Commissioner of Education in 1957. He would stay in that role until …

The Teacher Development Multi-Year Studies were initiated by the Australian Government’s Department of Foreign Affairs and Trade (DFAT) to provide evidence about the impact of DFAT’s investments in teacher development and how teacher development investments can be more effective. While critical scholars have attempted to decenter internationalization, limited research has aimed to understand internationalization efforts in the context of the socio-historical particularities of the postcolonial condition. This paper takes a decolonial perspective in the study of internationalization, in light of the Eurocentric tendencies of modernity, whose major manifestation in higher education is neoliberal globalization. We unpack internationalization in the U.S. and examine how it is embedded in and reproduces neoliberalism, racism, and colonialism. Since decolonization is not merely deconstructive but also regenerative, we reconceive what it means to be international and recommend how internationalization can be deployed as a …

This qualitative study explores how US community college students who studied abroad use their existing social capital to enhance their engagement with other students and host country residents. The study also shows that students who studied abroad develop new social capitals for bridging and bonding with others. Data collection consisted of two rounds of in-depth interviews with 27 alumni students as well as a survey on participant background. Findings show that students use their social capital to enhance their relationships with other students and host country individuals. These positive relationships, in turn, enrich and build new social capitals that remained …

Developmental goals aiming at inclusive education for all category of children irrespective of their disability is still at variance with the present situation of children with intellectual disorder who presents a deficit in intellectual functioning and adaptive behaviour. This study explores the epistemological beliefs of pre-service elementary teachers in Korean language education and their impact on performance assessment task planning. Grounded in the correlation between teachers’ beliefs and instructional approaches, the research aims to redefine Schommer’s (1990) epistemological dimensions in tasks designed by pre-service teachers. Data from 150 participants were analyzed quantitatively and qualitatively, revealing three belief-based clusters: Naive (24.7%), Mixed (51.3%), and Sophisticated (24.0%). Task planning patterns in all groups focus on individual perspective analysis and selfreflection. The Mixed group emphasizes related readings, exposing participants to various perspectives. This ethnographic study delves into the language and literacy practices of immigrant children in a public elementary school setting. The purpose of the study is to understand the role of multiliteracy in their learning, their ability to connect with the curriculum and instruction, and their sense of belonging within their peer groups, classrooms, and home countries. To explore how these children utilized their linguistic and cultural repertoires to engage in language and literacy activities in different contexts (Kwon, 2019), the study focused on 10-year-old students from various linguistic backgrounds, including Korean and Chinese students in a United States classroom. Evidence suggests that the COVID-19 pandemic has significantly impacted international student communities while reflecting wider societal inequalities. This study in the Finnish context examined international students’ experiences of the published national crisis communication and media usage during the first year of the pandemic. Using the national COVID-19 crisis communication practices as an example, we examined what kinds of strategies the international students deployed to access information in this non-English-speaking country and how they perceived the information communicated. The paper sets out several approaches, both statistical and non-statistical, by which jurisdictions may choose to link their assessments to the global standards for reporting. One of these, the Pairwise Comparison Method (PCM), was first set out in Lazendic (2019). This concept note provides further details on the PCM and the work that has taken place since 2019 to enable the approach to be operationalised. This document draws together work from several initiatives to establish Minimum Proficiency Levels (MPLs) for reading and mathematics, for global use in pursuit of the Sustainable Development Goal in Education, SDG 4.1, with a specific focus on indicator 4.1.1. Three educational levels are referred to in this paper as ‘end of lower primary’, ‘end of primary’ and ‘end of lower secondary’. The MPLs are described and elaborated in four ways: nutshell statements; expanded statements; domains, constructs and descriptors; and sample items. A detailed account of the history and evolution of the Minimum Proficiency Levels is provided in Appendix A
