Reforming Gendered Tenure Policies In U.S. Higher Education: A Policy Recommendation, Donald Mitchell Jr., Ph.D., Abigail Johnson, Laura Poglitsch

Men receive tenure more often than women in United States higher education. One reason may be due to current tenure policies. Within this article, the authors evaluate three policy alternatives—benefits packages targeting women, a three-track tenure process, and support programs—using the evaluative criteria effectiveness, affordability, administrative operability, and political feasibility to determine which alternative might be the best option for decreasing the tenure gap between men and women. Each policy alternative was assessed and ranked based on the outcomes associated with the identified criteria. A recent (rather tasteless) article argued: “Professors approaching 70 … have an ethical obligation to step back and think seriously about quitting. This paper explores alignment between 2012-13 CLAS visioning and planning reports and state and national trends around faculty mix in higher education. It argues for pursuing the instructional excellence highlighted in many of the CLAS reports by investing in tenure. Tenure anchors authentic academic freedom through robust peer review and shared governance, the pillars of academic life. Tenure also provides the tested and proven means for providing a faculty stability, professional development, and an appropriate reward structure. This paper recommends expanded pathways to tenure, particularly for teaching intensive appointments traditionally described as "full-time fixed-term" at Portland State University. This adjustment …

Do Economics Departments With Lower Tenure Probabilities Pay Higher Faculty Salaries?, Ronald Ehrenberg, Paul Pieper, Rachel Willis

The simplest competitive labor market model asserts that if tenure is a desirable job characteristic for professors, they should be willing to pay for it by accepting lower salaries. Conversely, if an institution unilaterally reduces the probability that its assistant professors receive tenure, it will have to pay higher salaries to attract new faculty. Our paper tests this theory using data on salary offers accepted by new assistant professors at economics departments in the United States during the 1974-75 to 1980-81 period, along with data on the proportion of new Ph.D.s hired by each department between 1970 and 1980 that …

Attaining tenure is a goal of every faculty member. Indeed, at the beginning of every faculty member’s career, there is concern regarding the process of earning tenure. Many factors enter into the tenure decision, but most universities place weight on three primary factors: teaching effectiveness, research activity, and demonstration of service to the university and beyond. The relative importance of these three factors varies, but most universities expect “satisfactory” performance in all three areas. One of the historical reasons for faculty tenure is to protect academic freedom. Once tenure was attained, a faculty member’s academic freedom was considered safe. Recent …

[Excerpt] In this chapter, I present a case study of a department at a large research university in which the use of non-tenured faculty increased dramatically over three decades. I begin by examining the historical sources of the expansion. I describe the arrangements that were implemented to resolve these problems. These arrangements exemplify many of the “best management practices” for non-tenure-track faculty mentioned earlier. Based on discussions with non-tenure-track and tenure-track department members and university administrators, I assess the effectiveness of these employment arrangements in resolving problems and the general consequences for the department of having a large contingent of …

In March 2008, the Center for Union Facts initiated a “contest” in which they pledged “to pay the ten worst “union-protected” teachers in America $10,000 apiece to get out of the classroom.” The American Federation of Teachers and the National Education Association seem to be the real targets of the program. The task of gaining a tenured professorship is demanding one, requiring a wide range of research, teaching, writing and service skills. Faculty members in tenure track professor positions do not work conventional hours and generally report schedules exceeding 50 hours of work per week (Zimbler, & Conley, 1997). Many pretenure professors are also parents of children under age 18, thus requiring that they nurture family relationships while also adhering to a demanding work schedule. The Civil Rights Act of 1964 has become the foundation of modem federal equal employment opportunity law. The application of this law to adverse tenure decisions, however, may differ from other adverse employment decisions because of judicial deference toward institutions of higher education. This present study analyzed published federal court cases decided during the period 1980-2007 involving Title VII, tenure denial, and higher education. Austin (2006) and Chait (2002) indicate that most faculty prefer tenured to non-tenured positions. The presence of tenure track positions is often equated with institutional excellence and tenure designations are often associated with status. The promise of secure academic employment makes the tenured position the gold standard of the academy. This preference for tenure is not limited to university faculty. Jacoby (2005) found that most young, part-time community college faculty desire fulltime tenure track positions. Older faculty members were not as enthusiastic in regard to tenure. This study is an extension of the preliminary study on faculty attitudes toward the processes of promotion and tenure in higher education. It began when several colleagues banded together and submitted proposals to a national conference establishing a panel to discuss promotion and tenure, which were subsequently accepted. Publish Or Perish: A Dilemma For Academic Librarians?, W. Bede Mitchell, Mary Reichel

This study examines the influence of scholarly requirements on librarians’ ability to earn tenure or continuous employment. After a literature review, the authors present the results of a survey of research, doctoral, and master’s-level institutions. Of the 690 responding institutions, 54.3 percent employ tenure-track librarians. Of these, more than 60 percent require some scholarship and 34.6 percent encourage it. At these 374 institutions, 92.2 percent of librarians who underwent tenure review during a three-year period were approved. In this half of the twentieth century, the academic equivalent of the indentured servant is the adjunct faculty member in higher education. Adjuncts cannot say or do much about their plight. The dilemma of adjunct faculty leads to what should be considered a violation of due process rights. This Article first examines who are the adjunct faculty, what are their dilemmas, and how are they viewed in the academic world. The heart of the paper then explores the limited legal remedies available. Publication Requirements And Tenure Approval Rates: An Issue For Academic Librarians, W. Bede Mitchell, L. Stanislava Swieszkowski

One hundred and thirty-eight members of the Center for Research Libraries responded to a survey designed to test the hypothesis that where tenure-track librarians are required to do research and publish, an inadequate research and publication record would be the most frequent cause for the rejection of the librarians' tenure applications. The hypothesis proved valid, but only for a small percentage of the librarians. The study revealed a generally high tenure approval rate (81.5 percent) for academic librarians compared to the national average for other academic faculty (58 percent).
