Quasi-Public Spending, John R. Brooks Jan 2016

Quasi-Public Spending, John R. Brooks

Georgetown Law Faculty Publications and Other Works

The United States has increasingly designed certain public spending programs not as traditional tax-financed programs, but rather as mixtures of private expenditures, subsidies, and limited taxes. Thus part of what could have gone to the government as a tax is instead used to purchase the good or service directly, with only incremental taxes and subsidies to manage distributional goals. This Article terms this “quasi-public spending,” and argues that it is descriptive of our evolving approaches to both health care and higher education. Based on this observation, the Article defines and analyzes quasipublic spending and compares it to both traditional public …

Seven doctoral psychology students nearing graduation participated (individually) in a guided imagery and mask-making experience and in a phenomenological, semi-structured, in-depth interview following the art making. [Introduction] President Obama and others have called for free community college-- "America's College Promise." Yet controversy surrounds the community college system, with proponents emphasizing the educational opportunities provided while critics bemoan the high dropout rate and lack of equality of educational outcomes. Little research explores how students perceive their educational experiences at two-year colleges. This article explores community college strengths and weaknesses as perceived by a sample of successful criminal justice transfer students. During qualitative interviewing, students reported that they had a positive experience at community college and that it allowed them to prepare to be successful at university. Expense, …

Income-Driven Repayment And The Public Financing Of Higher Education, John R. Brooks Jan 2016

Income-Driven Repayment And The Public Financing Of Higher Education, John R. Brooks

Georgetown Law Faculty Publications and Other Works

This article provides the first comprehensive analysis in the legal literature of the federal government’s new income-driven student loan repayment programs, known as Income-Based Repayment and Pay As You Earn. In a set of gradual and little-noticed statutory and regulatory moves, the federal government, through these programs, has dramatically reshaped higher education finance in ways that schools, students, and even the government itself are only beginning to understand.

Under IBR and PAYE, a student borrower pays no more than 10% of her discretionary income in loan service payments, and after a maximum of 20 years, the remaining debt is forgiven—for …

Simulation To Application. The Use Of Computer Simulations To Improve Real-World Application Of Learning, Wendi M. Kappers, Stephanie L. Cutler

Publications

Simulations have been used in training and education for years to aid students in gaining the skills needed to complete a task in a low risk environment. However, students can have trouble connecting the skills used in the simulated working environments to skills that are needed to be applied in the real-world environment, referred to as adaptive transfer. The simulations referred to in this study are simulated environments that mirror students kill application, not a simulation of an event that is meant to aid students in the development of concept knowledge around the demonstrated event. This study examines students' ability …
