This article addresses some of the factors that contribute to low achievement observed in African American students. It is common that either schools or school districts are unable to fix the problem or they are unaware about how the beliefs and attitudes about African American students can contribute to their low performance in school. The disparity in test scores, known as the achievement gap, between African American and European American students has persisted despite research and reforms. The purpose of this qualitative case study was to examine what African American community members in a North Carolina school district perceived as the causes of the local achievement gap and what support they believed they could offer to close the gap. An achievement gap persists in many educational settings with females outperforming males in reading. In a Southern California school district, reading scores for boys average 10 percentile points below those of girls. A qualitative case study was conducted to explore which instructional approaches can help close this gender gap. The conceptual framework for this study was based on engagement theory, which proposes that students who are engaged in learning tasks achieve at higher levels. My paper details a policy recommendation for elementary schools in a large school district in Florida. Its aim is to provide equal educational opportunities and equity for all students. I developed it in part based on an educational, economic, social, political, and moral-ethical analysis. My policy's purpose is to enhance the educational experience for all children, maximize time-on-task (TOT) on all subjects, and close the achievement gap. It discourages the use of the pull-out program for remediation in reading and/ or other areas. The pressure to perform on standardized tests in the United States has become intense. Increased accountability has caused principals to think about their perceptions of standardized testing with regard to accountability measures, test validity, use of test data, impact of testing on the curriculum, and stress related to testing. The purpose of this study was to investigate kindergarten- through 12th-grade principals' perceptions of standardized testing. The study included 91 principals of Title I and nonTitle I schools located in 8 rural East Tennessee school districts. Data were gathered using a survey instrument to determine principals' opinions of standardized testing.
