This paper investigates the impact of filtering software in K-12 schools and school libraries. The Children's Internet Protection Act, or CIPA, requires that public schools and school libraries use filtering technology in order to receive discounted rates on technology. As a result, nearly all public elementary and secondary schools today use filtering technology. While the provisions of CIPA narrowly define the content to be blocked, filters are often set to block much more than is required. Filtering technology is often ineffective, and many unobjectionable sites end up being blocked, including Web 2.0 sites and tools needed to educate students in …

Educational Systems across the country have been put under enormous amounts of pressure to improve student performance in their schools. Recently, New York State has required that struggling students, as defined by results of standardized tests, be given increased instructional time to make up for the deficits that they may possess. This study looked to determine the efficacy of the academic intervention classes being offered within a school district. The purpose of this project was to identify successful approaches that teachers use to encourage involvement of all families. Following a review of professional and research literature, a survey of Pre-kindergarten through fifth grade teachers was distributed in a school division located in southeastern Virginia with varying income levels.
The findings in this survey suggested that participating teachers encouraged family involvement by inviting families into the classroom and explaining to them how they could help their children at home. The teachers utilized weekly communication in various forms such as printed material, electronic formats, and classroom websites. Teachers were also flexible …

The purpose of this study was to examine the described experiences of 20 participants—central office executives and specialists, principals, and teacher leaders—in the district support team (DST) process, a manifestation of central office transformation as an approach to school improvement. The site of this study was the Puget Sound School District in Washington State. The district was in its third year of central office transformation employing a differentiated support service model to assist its lowest performing schools. This descriptive study examined to what extent, if any, three school supports (instructional scheduling, teaming, and common planning) are in existence in New York State middle schools. For the purposes of this study, middle schools were defined as schools that contained the grade configurations of 5-8, 6-8, and 7-8. The sample surveyed was comprised of 232 New York State middle school principals in school districts with an average need/resource capacity. The purpose of this study was to investigate the relationship between the TVAAS growth score given by the Tennessee Department of Education and the overall Tennessee Educator Assessment Model (TEAM) observation rating for teachers in grades 3 through 8. The participating county public school system for this study is located in Northeast Tennessee. My paper details a Change Leadership Plan (CLP) for a school with the fictious name of Bimmer Elementary School (BME). My study's purpose is to enhance student learning by collaborating with staff to explore ways to maximize time-on-task (TOT) for all subjects. Currently BME has a reading achievement problem and is using pull-out programs for 4th and 5th grade students that take needed instructional time from core academic programs. This paper details a complete program evaluation of an elementary school's transition from having mainstream classes to a collaborative specialization model of instruction. My study examines how this model of instruction impacts students' achievement levels and student behavior in a title 1 school. I created the model and in the process of doing my study was required to change it into a model I then defined as Collaborative Specialization. I concluded from my research that this model of instruction was indeed a success because it increased the number of students making learning gains and decreased disciplinary problems.

The purpose of this phenomenological study was to critically analyze the experiences and practices of Inland Empire urban school principals as they work to close the African American achievement gap. The achievement gap begins in elementary school and continues to persist throughout elementary and secondary schools producing differences in high school graduation rates, college and career attainment, and ultimately socio-economic differences in income between various racial and ethnic groups.

Teachers who have high levels of job satisfaction are more likely to stay in the profession. The enactment of Law 26, 150—Argentina’s national Integral Sexual Education (ESI) program—in 2006 gave all Argentine teachers the opportunity, and the responsibility, to teach sexual education in the classroom. Although it has been eight years since the passing of this national law, it has not been universally implemented, and high school teachers in Greater Buenos Aires have yet to receive training on the new curriculum. A recent case from Pennsylvania, Munroe v. Central Bucks School District (2014), raises fresh questions about the free speech and expression rights of public school teachers as they use the Internet. In Munroe, when a board terminated a high school teacher’s employment for making controversial postings about her students and colleagues on her personal blog—postings that proved disruptive—a federal trial court rejected the educator’s claim that she was dismissed in retaliation for exercising her right to free speech.

My paper details a policy recommendation for elementary schools in a large school district in Florida. Its aim is to provide equal educational opportunities and equity for all students. I developed it in part based on an educational, economic, social, political, and moral-ethical analysis. While research has shown the statistical significance of high school grade point averages (HSGPAs) in predicting future academic outcomes, the systems with which HSGPAs are calculated vary drastically across schools. Some schools employ unweighted grades that carry the same point value regardless of the course in which they are earned; other schools use weighting systems that assign greater value to grades earned in honors courses. Due to these inconsistencies, comparison of HSGPAs from different schools is difficult or impossible. Through the prism of a faculty-student mentoring relationship, this article highlights best practices to gain insight into resources for “twice exceptional” student scholars. Practical application stands at a position of intersecting domains—changing the tapestry of scholarly service and undergraduate research mentoring, and as an Each One, Teach One black-print model for mentoring. The article concludes with recommendations for best practices for post secondary mentors, educators, and counselors invested in developing student scholars in Search of Education, Elevation, and Knowledge.

The recent Massachusetts Educator Evaluation Regulations (CMR 35.00) articulates goals that include growth and improved performance by teachers. Despite this stated goal, however, it is unclear if the policy is consistent with transformational leadership, which has shown correlation with growth and performance. In fact, the policy may instead bring about unintended consequences associated by some with evaluations in general, such as promoting “inspectional and fault finding supervision . . . [that] has serious consequences for the improvement of teaching and student achievement” (Glanz, 2005, p. 3). This Capstone project is a reflection on the process through which a major Jewish Philanthropy, two Jewish Day Schools, and a major Teacher Training Program worked together to craft an agenda for school reform and technological progress. That four-month process is carefully narrated in a portion of this document, as is a postscript that explains subsequent events and outcomes. The analytical portion of this document follows, in which concepts drawn from Actor-Network Theory and sensemaking theory are used to make sense of how each institution contributed to the creation of inherently unworkable and impractical plans for school reform.

Literature comparing male and female superintendents rather consistently has reported differences in professional qualifications. Most notably, females have higher levels of professional experience, especially as teachers, before becoming a superintendent. Logically, authors studying this topic conclude that females usually must have superior credentials to enter the position. Two findings in AASA's latest decennial study of superintendents, one pertaining to teaching experience and the other to age upon entering the position, suggest the conclusion remains valid. In 2010, 28 percent of males and 13 percent of females had fewer than 6 years of teaching experience. In 2000, those figures were 41 …

As the United States becomes increasingly religiously diverse, surprisingly relatively little litigation has occurred over the celebration of religious holy days and holidays in public schools. Although the Supreme Court has addressed Christmas displays on two occasions—in Lynch v. Donnelly (1984) and County of Allegheny v. American Civil Liberties Union (1989)—neither case directly concerned public schools.
The status of holiday celebrations in public schools is a key, if seasonal, issue in light of the importance of religion in the lives of many Americans, as educators seek to teach students to appreciate diversity in all of its manifestations, including religion.

The purpose of this study was to determine the difference between Nebraska administrators’ and Nebraska secondary English teachers’ perceptions of the teacher evaluation. The study explored teacher and administrator perceptions of the teacher-evaluation process as it relates to Nebraska secondary English teachers. Teachers and administrators from across the state of Nebraska had equal opportunity to participate in this study.
Both groups of teachers and administrators responded by Likert scale to 42 online statements arranged by theme about their experiences regarding the teacher-evaluation process. Participants aggregated themselves by geography, school size, gender, experience, and socioeconomic status of students. Quantitative data was …

The purpose of this study was to determine (a) the estimate for the district marginal cost of mandatory state standardized assessments, (b) if student enrollment can be used to predict the district marginal cost of mandatory state standardized assessments, and c) the unit (per student) district marginal cost of mandatory state standardized assessments. The study included the use of a simple linear regression analysis with associated plots and trend lines.

The purpose of this study was to investigate five middle school English teachers' understandings of literacy and technology. In particular, how do they define literacy, view literacy and technology learning and teaching, and how do they use (or not use) technology to enact their views of literacy in their classrooms. This narrative inquiry qualitative study consisted of three open-ended interviews, written literacy narratives, and multiple classroom observations with each participant as well as the collection of various teacher documents, such as lesson plans, presentation notes, rubrics, and student handouts. For several years, states have grappled with the problem of cyberbullying and its sometimes devastating effects. Because cyberbullying often occurs between students, most states have understandably looked to schools to help address the problem. To that end, schools in forty-six states have the authority to intervene when students engage in cyberbullying.
