A large school district in the northeastern United States struggled with teaching middle school English Language Learners (ELLs) to succeed in reading and writing. The purpose of this qualitative study was to investigate teachers' perceptions regarding what they could do to increase academic achievement for ELLs. The conceptual framework emerged from Weimer's learning-centered teaching, which aligns with Dewey's social constructivism. Implementation of the Next Generation Science Standards requires developing elementary teacher content and pedagogical content knowledge of science and engineering concepts. Teacher preparation for this undertaking appears inadequate with little known about how in-service Mid-Atlantic urban elementary science teachers approach this task. The purpose of this basic qualitative interview study was to explore the research questions related to perceived learning needs of 8 elementary science teachers and 5 of their administrators serving as instructional leaders. Federal dollars are utilized to develop instructional programs for students not demonstrating mathematical proficiency on state standardized mathematics assessments, but there is a lack of empirical data on the effectiveness of two different approaches that were used in the local context. Over the last 20 years, many state school administrators have reduced social studies instructional time in favor of time dedicated to reading or math skills due to the pressure of standardized testing. The purpose of this qualitative case study, which was based on constructivist theories about learning and schema theory, was to analyze teachers' perspectives on teaching history lessons, in terms of engagement and relevance, while working within new time constraints.
