The purpose of this study was to develop and pilot an instrument to measure leaders' attitudes concerning the use of story in communicating organizational vision. Although story can be an effective communication tool, an instrument that measures leaders' attitudes could not be found. In this research, an instrument to measure leaders' attitudes regarding the use of story to communicate organizational vision was developed and piloted. The instrument was administered to a pilot group of for-profit and non-profit leaders in the final phase of this research. Superintendents are responsible for implementing the policies established by their boards of education. They are charged with managing and leading their organizations to secure and promote the sustained advancement of student achievement. Nationwide, whites are employed in a majority of superintendent positions (Glass, 2006). According to Bjork (2000), blacks represent 5% of the superintendents in America. The remaining 95% are white. The paper chronicles the collaborations, challenges, and accomplishments of a professional organization, from the period of 2001 to 2010. Recent research identified two broad categories of motivation, extrinsic and intrinsic. These two forms of personal motivation play a large role in determining individuals‟ level of job satisfaction. By affording a level of perceived empowerment, the environment of the workplace is a contributing factor toward encouraging or discouraging individual satisfaction.

This study demonstrates the relationships that exist between personal motivation needs, workplace empowerment, and the attempted job mobility or stability of assistant principals, a select group of public school administrators.

A majority of rural public schools face difficult and challenging problems: geographical isolation, escalating crime, impoverished families, economic inequities, faculty nonretention, declining enrollments, and lack of success in meeting accreditation benchmarks.
