Educators are focused with efforts to improve student achievement through reform and policies; a majority of the efforts are focused on accountability reform. The learner-centered model focuses on school reform that is organized around the personal domain for systemic reform. How principals work with students is greatly influenced by policy and what they believe about student learning and behavior. This dissertation attempted to establish principal beliefs and their effectiveness on student achievement on the End-of-Grade and End-of-Course test in the state North Carolina.

A small public school system in the piedmont of North Carolina was the setting for this study. Individual school data, as well as aggregated data from studied schools were analyzed in order to form overall conclusions of perceptions of leadership within the district. This dissertation was designed to investigate the causes behind teacher turnover and the connection between principal behavior, teacher working conditions, and rates of teacher turnover. In particular, this study examined behaviors that teachers in three North Carolina middle schools felt their principals displayed that helped encourage them to continue teaching in their current schools. Teachers in three middle schools, one from each geographical region of the state, completed an online survey. The purpose of the study was to perform a program evaluation of the Right Choices Program to determine the program's effectiveness in delivering constructive interventions that modify student behavior once students have left the program and have returned to their regular learning environment. This mixed-method evaluation consisted of an experimental-comparison design approach that included interviews with program participants, completing focus groups, and comparison of the number of out-of-school suspensions that participants received after completing the Right Choices Program.

This dissertation evaluated a beginning teacher induction and mentor program currently used in a rural, county school system in western North Carolina and its effectiveness in the retention of teachers. The system has 29 schools, around 16,690 students, and employs approximately 1200 certified staff members.
