In order to understand the major impediments to student learning in the region, UNICEF Eastern and Southern Africa Regional Office commissioned this study to map and compare existing assessments of literacy and numeracy in primary education in the region, to examine how the data can be used to characterise children who are experiencing only limited learning outcomes to inform education policy, and to document practices that could help improve learning outcomes of disadvantaged children. The report concludes with a macro theory of change combining assessment, analysis and action. The research was jointly supported by ACER's Centre for Global Education Monitoring.

It explores emerging trends from the 2014 Zimbabwe Early Learning Assessment (ZELA) in student learning outcomes and the provision of textbooks and teaching materials procured through the Education Development Fund (EDF). It also reviews the multiyear programme of an intensive capacity-building partnership with the Zimbabwe School Examinations Council (ZIMSEC) and the Australian Council for Educational Research (ACER). This case study of Rwanda provides an understanding of the specific practices implemented to measure and improve the literacy and numeracy learning outcomes of Rwandan primary school children in the long term. An important development regarding the quality standards and assurance programme of education in Rwanda is the 2011 introduction of Learning Achievement in Rwandan Schools (LARS). This case study outlines the main purposes and components of LARS, the main findings regarding effective strategies and factors from the LARS baseline report and the capacity building component of LARS.

The International Computer and Information Literacy Study (ICILS) studied the extent to which young people have developed computer and information literacy (CIL) to support their capacity to participate in the digital age. Staff at the ICILS international study center (ISC), in close collaboration with staff in the participating countries’ ICILS national centers, developed an international English version of the ICILS assessment and questionnaires. Countries subsequently translated and adapted these materials to their languages of instruction. Throughout this process, the overarching aim was to create high-quality instruments that were internationally comparable yet also appropriate to each country’s national context and education system. The detailed guidelines on translation and adaptation provided to all participating countries are described in the ICILS 2013 Survey Operations Procedures, Unit 3 (ICILS International Study Center, 2012).

This chapter describes the procedures used to scale the ICILS questionnaire data (for students, teachers, school principals, and ICT coordinators) and the indices based on them. Admission to medical school is one of the most highly competitive entry points in higher education. Considerable investment is made by universities to develop selection processes that aim to identify the most appropriate candidates for their medical programs. This paper explores data from three undergraduate medical schools to offer a critical perspective of predictive validity in medical admissions. Australian higher education is currently entering a new phase of growth. Within the remit of this expansion is an express commitment to widen participation in higher education among under-represented groups – in particular those from low socioeconomic backgrounds. This paper argues that one key mechanism for achieving this goal should be the re-evaluation of university selection processes. The International Civic and Citizenship Education Study (ICCS 2009) investigated the ways in which countries prepare their young people to undertake their roles as citizens. It studied student knowledge and understanding of civics and citizenship as well as student attitudes, perceptions, and activities related to civics and citizenship. This paper reports findings from the first national Australian study of the predictive validity of the Special Tertiary Admissions Test (STAT). Background on tertiary admissions procedures in Australia is presented, followed by information on STAT and the research methods. The results affirm that STAT, through the provision of baseline and objective data, offers a valid and efficient means for ensuring that people who are capable of success at university are able to gain admission. They affirm the importance of taking an evidence-based disciplinary perspective to university admissions. Implications for the development and use of the assessment are considered.

This briefing provides an analysis of challenges facing the sustainability and development of the academic workforce in Australia. It draws together insights from national statistics collections and a number of recent studies, sheds light on current characteristics of the academic profession, and identifies key problem areas. Civic and citizenship education is increasingly conceptualized in national curricula within a lifelong learning perspective that encompasses formal curricula (that specify content and approaches in a subject or set of subjects), non-formal curricula (through co-curricular activities in schools) and informal curricula (through a school and classroom ethos that embodies citizenship values). The Mini-Mental State Examination (MMSE) is commonly used as a screening test for dementia, yet MMSE scores above the cut-off for dementia (24–30) are widely thought to have limited utility, particularly in older persons. The study investigates whether scores within this range can be indicative of pre-symptomatic levels of cognitive impairment. Ninety-six community-dwelling older persons aged 62–89 years (mean = 75.2 years), who had obtained MMSE scores between 25 and 30, were tested on the computer-based Subtle Cognitive Impairment Test (SCIT). Compared with individuals who obtained a perfect score of 30 on the MMSE, individuals with scores of 28–29 made …
