This research was conducted by the Australian Council for Educational Research (ACER) in 2005. The study was a result of the New Zealand Primary Teachers Collective Agreement 2004-2007 which specified that a workload study be complete to consider how the work of a teacher could be better structured, resourced and organised to support more effective classroom teaching. The purpose of the study was to gain an understanding of the nature and patterns of primary teachers' work. The research was commissioned by the New Zealand Ministry of Education.

ACER has examined national and international developments in school leadership standards and assessment for prospective and established school leaders to assist in identifying options for a national system for assessment. Lawrence Ingvarson explains. In recent years, school leaders' work has been characterised by increasing complexity in expectations and greater demands for accountability. The introduction of self managing schools has entailed the devolution or decentralisation of a number of new responsibilities to school leaders.

The VIT’s Program for Supporting Provisionally Registered Teachers and its registration procedures are increasingly seen as valid and fair. The Program is generally perceived as leading to improvements in teaching practice. Principals and mentors were very positive about the program, and consistently reported high levels of satisfaction with its implementation. Research has repeatedly found that significant reforms are often accompanied by a degree of unease and resistance, and this has been the case with the introduction of the VIT standards and registration requirements. The Victorian Institute of Teaching implemented its new registration procedures for Provisionally Registered Teachers (PRTs) in 2004. A pilot version of these procedures was trialled in 2003, and evaluated by ACER (Kleinhenz and Ingvarson 2004). Background information about the development of the Standards and Professional Learning Project can be found in this report. As part of the process for full registration, PRTs were required to prepare a portfolio with three components: an analysis of teaching and learning, collegiate classroom activities and a list of and commentary on professional activities undertaken. Whereas findings from recent research highlight the importance of teacher quality in improving students’ academic performances and experiences of schooling, substantive and methodological issues surrounding the conceptualisation and evaluation of teacher quality are not well- understood. Such deficiencies are particularly evident in claims for ‘findings’ derived from econometric research – especially from those studies that merely employ conceptualisations and proxy ‘measures’ of quality in terms of teachers’ qualifications, experience, and students’ academic outcomes. The VIT Standards and Professional Learning Project was seen to be leading to improvements in teaching practice across schools and playing a major role in reinforcing and/or establishing a culture of professional collaboration and professional learning in schools. That is likely to lead to improved student outcomes. The role of the school leadership is clearly very important in this as in any other major innovation. Principals and mentors were very positive about the program, and consistently reported higher levels of satisfaction with its implementation than did the Provisionally Registered Teachers. This paper reports the findings of a three-year evaluation study of consensus moderation procedures as applied to the school-assessed component in H.S.C. Geography in Victoria. Since 1981, Group 1 subjects in the assessment program of the Victorian Institute of Secondary Education (V.I.S.E.) at Year 12 level have included a school-assessed component in addition to an external examination. For most subjects, the method of moderating the school-assessed component is by statistical moderation. Moderation by visitation and consensus moderation are the two other methods currently used in Victoria. As V.I.S.E. is proposing to extend the number of subjects for which consensus moderation …
