The formal structures and processes of school education – including the organisation of the school curriculum, processes for assessing student learning, methods of reporting performance, and the uses to which student results are put – are often inconsistent with what is now known about the best ways to promote human learning. Rather than being designed to maximise every student’s learning, these structures and processes often reflect 20th century priorities, including the use of school education to sort and select students into different education and training destinations, and future careers. The Covid-19 pandemic disrupted education systems worldwide, forcing teachers to find new ways to teach students when physical attendance at school was not possible. Our study investigated how teachers gathered and used data to understand and cater for the diverse educational needs of students in remote learning. We surveyed teachers to understand the challenges faced by emergency remote teaching (ERT) and how they gathered and used existing data to meet their students’ needs. While some teachers had experienced online learning as students, few had taught remotely or online. This meant that teachers had limited experience on which to draw when …

The Menzies School Leadership Incubator (the Incubator) is a national trans-disciplinary initiative to design, test and learn about transformative innovations that will support lasting systems change in Australian schools’ leadership. This review explores the successes, challenges and learning from work in the Incubator to date, from the perspective of a collaborative seeking longstanding systems change. The design of the review is informed by thinking in the innovation literature, principally communities of practice and socio-technical systems theory. This literature review summarises evidence from education research to describe and compare different modes of professional learning. It applies the findings to the question: ‘what works best, and for whom’ in terms of modes of professional learning for Australian teachers, with particular focus on early childhood teachers, casual relief teachers and teachers in rural and remote teaching contexts. The Teaching and Learning International Survey (TALIS) gathers data about school teaching environments from teachers and school leaders, in close to 50 countries in its most recent cycle. TALIS is a tool to assist educational reformers to improve the quality of teaching. TALIS data is based on the opinions, perceptions, beliefs and accounts of teachers and school leaders, as reported by them in a self-completion questionnaire. This publication, presents an overview of TALIS and covers its origins and context, purpose, measurement objectives, background information collection, target population and sampling methodology, assessment administration, reporting and dissemination and influence.

The Southeast Asia Primary Learning Metrics Program (SEA-PLM) is a regional assessment of Grade 5 students in six Southeast Asian countries. SEA-PLM was initiated in 2012 by the Southeast Asian Ministers of Education Association (SEAMEO) and the United Nations Children’s Fund (UNICEF). The first main cycle of SEA-PLM was implemented in 2019, with future cycles intended. All member countries of SEAMEO can choose to participate in SEA-PLM. The first six participating countries were: Cambodia, Lao PDR, Malaysia, Myanmar, Philippines and Viet Nam. Designed as household-based assessments, citizen-led assessments (CLAs) are implemented by local organizations who assess children in their homes, thus reaching the most marginalized children, families, and communities, often in remote areas. CLAs add an essential piece of information for truly monitoring progress and help realistically represent the learning levels of all children – at national, regional, and global levels. By using simple tools and easy-to-understand reports, CLAs engage parents and community members in discussions about learning and help foster understanding of the importance of ensuring quality education through civil action. The Australian Government’s Department of Foreign Affairs and Trade (DFAT) has commissioned ACER to conduct the Teacher Development Multi-Year Series, a long-term, multi-country study to determine the extent to which Australian investments improve teaching quality and student learning. Countries involved include Timor-Leste, the three-year study focuses on Apoio Lideransa liuhusi Mentoria no Aprendizajen (ALMA) as part of the Australia-Timor-Leste Partnership for Human Development) - previously known as the Professional Learning Program; Lao PDR; and the Vanuatu Education Sector Program (VESP).

In 2020, ACER signed two significant Long-Term Agreements (LTA) with UNICEF. One involves design, implementation and reporting on large-scale national and regional learning assessments in the Asia-Pacific region and the other covers technical assistance in the evaluation of education programs and interventions in countries under UNICEF’s Eastern and Southern Africa Regional Office (ESARO) and Regional Office for South Asia (ROSA).

Results released from the Southeast Asia Primary Learning Metrics (SEAPLM) 2019 show alarming inequities in learning outcomes for children. While some students are excelling, others are falling far behind and are unlikely to catch up. Without foundational skills in reading, mathematics and writing, these students are likely to be disadvantaged well into their adult lives.

Measuring where students are at in their learning is critical for determining whether the world is on track to meet Sustainable Development Goal (SDG) 4. ACER’s contribution to SDG 4 is spearheaded through the work of the GEM Centre, a long-term partnership with the Australian Government's Department of Foreign Affairs and Trade (DFAT). At the core of the GEM Centre's contribution is the development of technically sound and internationally comparable learning metrics that enable education stakeholders to align assessment systems with global SDG monitoring and reporting.

This chapter discusses the content, design, and methods of the three IEA studies of civic and citizenship education. It focuses on the changes made between each of these studies and the contexts for this learning area. The IEA Civic Education Study (CIVED) in 1999 was developed soon after the transition to democracy in many participating countries; threats to civil society in the early 2000s such as terrorism influenced the International Civic and Citizenship Education Study (ICCS) in 2009. Socioeconomically disadvantaged students (i.e. those whose scores on a constructed measure of social and cultural capital are below a specified cut-off, usually the 25th percentile) have been found to be more likely to drop out of school, repeat a grade, achieve lower levels at senior secondary school, and score lower on tests such as the Programme for International Student Assessment (PISA). Despite this association between socioeconomic disadvantage and poorer outcomes related to education, a percentage of students who come from disadvantaged backgrounds enjoy success at school. The Australian General Practice Training National Registrar Survey (AGPT NRS) is an annual, national survey of GP registrars currently training in the AGPT program. It collects information via an online questionnaire about registrar satisfaction, experience and future career plans. It also collects information about registrars’ demographics and training contexts and other aspects of their training experience. This survey is part of the Department of Health’s (the Department) monitoring and quality improvement activities.
