As we proceed toward the end of the twentieth century, it has become increasingly clear that the future of public education in the United States is somewhat uncertain. This uncertainty is due to a number of causes: concern over discipline, lack of parental interest, decreasing enrollment, lack of quality teachers, and decreasing supplies of tax monies to fund the schools. Some of these reasons have more impact in one area than another, but the effect can be determined easily. Schools are faced with program cuts and diminution of services for the student population.

The purpose of this study was to examine the knowledge of administrators in higher education relative to Section 504 of the Rehabilitation Act of 1973. Particular emphasis was placed on the population of individuals labeled handicapped because of a learning disability. Given the number of students who receive federal aid and the wording of subsections 84.3(f) and 84.3(h) of the Federal Register of May 4, 1977, it is probable that all American postsecondary educational institutions are required to comply with Section 504 of the Rehabilitation Act of 1973. Since a major purpose of American education is to meet each child's individual needs, then the intellectually gifted children require the same consideration as those who are slow learners, handicapped, economically disadvantaged, or emotionally disturbed. Research reveals that there are approximately one and one-half to two million gifted children in the United States which means that between two and three percent of the students in any given classroom fall into this category. Communication with the public is an essential facet of any school-community relations program. This study examines both external and internal communication methods. Before a school district can have a purposeful school-community relations program, the internal communication of the school personnel needs to be working effectively.

The survey used for this field experience was developed by the writer to determine the effectiveness of the Casey School District's school-community relations program. This telephone survey consists of eleven questions concerning an awareness of school news. One hundred people were randomly called and asked to respond to the survey.

School district boards of education and administrators need to constantly gather information about the attitudes and opinions of the community they serve if the true educational needs of the community are to be served. Total community consensus or opinion is preferable, but often impractical. Casual information gathered from self-selected individuals from the community is readily available, but unrepresentative and often misleading. Surveys of a selected sample of the school community can be inexpensive, practical and accurate depending on the method of information collection, the nature of the questions and the manner in which the sample is selected.

The opinions of school principals and superintendents were assessed concerning federal and state paperwork requirements. A questionnaire was used to obtain the opinions of eighty school administrators. The results showed that school administrators expend a considerable amount of time completing federal and state paperwork. The cost of completing paperwork was found to represent a large portion of the education budget in Washington State. Related problems are discussed.

The Competency-Based Program For Preparation And Certification Of School Principals At Central Washington University: An Analysis Of Costs Incurred In Development, Implementation, And Maintenance Phases--1975-1980, Glenda Sue Shannon

Preparation and certification of school principals at Central Washington University have developed according to the requirements of the Washington State Standards. This study determined the real and estimated costs for the development, implementation, and operation of the competency-based, principal preparation program. A questionnaire elicited data from participants and revealed that professional time devoted to the project incurred the greatest costs. The developmental period was determined to be the most expensive phase. An instrument for future data collection was devised and recommended.
