Schools today are facing unprecedented demands for school accountability and student achievement. Effective school leadership is recognized as a critical component for overall school success. Consequently, researchers have extensively explored school leadership and identified transformational leadership as an appropriate style for schools (Leithwood, 1992; Hallinger & Heck, 1996; and Jantzi & Leithwood, 1996). Kentucky public charter school law was introduced in 2017, the purpose of the new innovative schools were to close the achievement gap among the education system within the state. Charter schools are new-age schools that have a smaller class size, use differentiated instructional strategies that integrate technology to promote engagement, which in turn increases student growth and success. Little is known about how school leaders of color implement social justice leadership praxis within the urban public charter school context, especially amid a global pandemic and heightened racial injustice. However, in the current climate of school choice, parents can now choose from a variety of educational options for their children. This study sought to explore the reasons parents of students with disabilities enrolled their children in charter schools. This dissertation is a qualitative-based program evaluation that explored the existing charter school accountability measures, processes, and oversight systems of the California Department of Education (CDE) in relation to State Board of Education (SBE)-authorized charter schools. This dissertation further explored the potential program improvements that could be implemented to improve the charter school oversight functions of the SBE and CDE. Charter and public-school principals are responsible for the learning process and academic development. Previously published literature did not reveal a clear understanding of the policies and practices that contributed in obtaining the desired student academic outcomes. This study employed an ethnographic perspective to generate a grounded theory that contributes to the understanding of financial leadership practice in four elementary school contexts: Non Title I School, Title I School, Empowerment School and Charter School. The literature, interviews, observations, document analysis, and review of relevant financial artifacts at each site were used to form an Innovation Configuration Map, which represented financial leadership practice.

Results showed that financial leadership practices are rooted in targeted resource tools, mindful internal accountability routines, and collaborative, inquiry based mindsets of school practitioners. Moreover, variations emerged such that financial leadership practices adapted to the …

Comparison Of The Transformational Leadership Practices Of Principals Of Charter Schools And Principals Of Traditional Public Schools In Louisiana, Charles W. Patterson

The primary purpose of this study was to compare the transformational leadership practices of principals of charter schools and traditional public schools in Louisiana. A causal-comparative research design was utilized. All charter schools were asked to participate in the study, and a matched sample of public schools was selected for the comparison group.

Key findings suggest that charter school and traditional public school principals possess transformational leadership skills. However, there was no difference between the groups in the extent to which they practiced these behaviors. Teachers' perceptions did not differ from principals' self-reported practices.
