As illustrated by the title, this field experience included two major areas: (1) an administrative internship and (2) the development of a high school curriculum guide and the updating of course descriptions for the author's school district.

The administrative internship was established for the purpose of giving the author as much first-hand administrative experience as possible. The open admissions policies and the availability of counseling for community members make the two year college systems unique. They provide access to in-house opportunities in both academic and job oriented areas. Section 2-3.27 of the School Code of Illinois requires the State Superintendent of Education to formulate and approve forms, procedures, and regulations for school districts in proper accounting of all receipts and disbursements; and to publish and keep current manuals, in loose-leaf form, relative to budgetary and accounting procedures.

At the present time the state has issued two accounting guidelines, the Illinois Financial Accounting Manual and the Illinois Program Accounting Manual. The field experience consisted of updating the needs assessment and the Title I Project Proposal for the 1978-79 school year for Pittsfield Community Unit District #10.

One measure of the level of achievement for the students was the use of the 1977 results of the annual testing program. Test scores from the Metropolitan Readiness Test for grade one, the S.R.A. Achievement Test for grades two through eight, and the California Achievement Test for grades nine through twelve were used. The controversy over the advantages and disadvantages of out-of-school suspension has been on stage in the current educational scene. The past decade has recorded increased demands by parents and legislators for leadership accountability in special education. However, contemporary research on special education leadership accountability has been largely directed at instructional or support professional personnel. Literature on accountability concerns at supervisory, middle-management, and top management positions is noticeably sparse. This study centered on the collection and comparison of survey data concerning middle-management accountability attitudes and practices utilized in Iowa's fifteen area education agencies (AEAs). The major concern of this study was how middle-management/supervisory functions in special education were viewed and held accountable by both top management and middle-management/supervisory personnel.

The purpose of the study was to determine the selection practices used in the employment of public school superintendents in the State of Iowa. The study was centered on how closely and how extensively Iowa public school boards followed recommended selection procedures.

The method used was a survey instrument mailed to the president of the board of directors of the sixty-five Iowa public schools in which a vacancy for the superintendency occured during 1977. Forty-five replies were received for a response of 69.2 percent. Data was tabulated according to school enrollment and for all schools.

Problem. During the period 1962-1976, the Government of Trinidad and Tobago directed very specific attention to the development of education in general and secondary education in particular. Three major documents related to educational planning were prepared. A survey of the literature revealed that a detailed analysis of educational planning in Trinidad and Tobago had not yet been undertaken. The purpose of the study was to analyze the planning process in secondary education in Trinidad and Tobago during the period 1962-1976.

The Field Study consisted of an internship in administration. An internship in administration in the field of vocational education appeared most beneficial to interests and objectives of the writer. The internship was served under the supervision of the director of vocational education and athletics. Activities in which the writer was involved within the athletic department offered limited value towards administrative experience beyond general supervision at athletic events.
