This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. While immediate policy objectives are met through the design of the CCSS, if viewed in a wider context of overall national policy objectives a range of negative side-effects are evident …

Setting expectations and goals in high school is key for a successful transition into adulthood. Postsecondary education is a particularly important goal because higher levels of educational attainment are associated with increased quality of life, including better employment outcomes. Unfortunately, the transition plans of students with autism do not often include postsecondary education as a goal.

This paper explores the process of implementing the goals of the Escola do Campo João Sem Terra within the Landless Worker‟s Movement of Brazil (MST), a social movement pushing for agrarian reform that is establishing a network of schools in its communities, of which the newest branch is the Educação do Campo concept, which involves establishing high schools based around the reality of students in the campo, or countryside. We describe the lived experiences of a Black Woman educational leader who has studied and worked in the academy and in the field of K-12 education. This partial life history, excavated through the tenets of Critical Race Theory (CRT), illuminates the social construction of race and the pervasiveness and permanence of racism. We determined through a series of interviews that the participant's resilient resistance is guided by critical spirituality so that circumstances and people who challenge her also confront this source of power. Act 35 was a product of the Lakeview v Huckabee case and the related Extraordinary Legislative Session. The law § 6-15-2101 of the Arkansas code required the establishment of three school ratings: a rating of the school’s current academic performance (or status), a rating of the school’s academic improvement (see the OEP policy brief on the new improvement rating) 1 , and a rating based on the school’s fiscal practices. In Spring 2009, the Library Advisory Board agreed to fund a proposal for the Libraries to collaborate with campus partners to provide support to faculty who were faced with several initiatives that impact the way faculty deliver their course content, develop their assignments and assess their success. These initiatives include the movement to large enrollment classes, especially for large impact, core courses; the redesign of the general education requirements around universal learning outcomes; and, enhancing the first-year experience for incoming students. There is no single entity on campus in a position to provide the faculty support and development needed.

The undergraduate learning outcomes articulate clear expectations for what all UNLV students should know and be able to do upon graduation. The undergraduate learning outcomes form the foundation for general education but also extend into the majors. This comprehensive approach aims to meld undergraduate learning into a more intentional, coherent experience that consists of the purposeful sequencing of learning from the first year, to the middle years, to the senior year and includes learning both within and outside the major, including co-curricular expenences.

For example, this past fall at the OEP conference in November, Arkansas Associctaion of Educational Administrators Director Richard Abernathy stated that additional instructional time may be needed in order to fulfill all the curricular requirements for schools. For the past decade, school accountability has relied on tests for which the essential format has remained unchanged. Educators are familiar with the yearly testing routine: schools are given curriculum frameworks, teachers use the frameworks to guide instruction, students take one big test at year’s end which relies heavily upon multiple-choice bubble items, and then school leaders wait anxiously to find out whether enough of their students scored at or above proficiency to meet state standards. In the original work of the EPS task force, the members concluded that the actual expenditures for these two systemwide EPS components were adequate. Thus, they set the cost of the two components to be actual expenditures. Accordingly, expenditures for these two components have been inflated each year using a CPI, and these cost figures have been used in establishing yearly EPS allocations.

As required by the statute, the System Administration and Operations and Maintenance EPS components were reviewed and updated in 2007-08. But these cost figures were revised as part of the school district reorganization law. The system administration …

The concept of value-added measures of teacher or school effectiveness is prompting a great deal of discussion in K-12 Education policy circles. This debate reached a boiling point last year when the Los Angeles Times published a database of the value-added scores for all teachers in the nation's second largest school district. Proponents argue value-added measures provide important information on school and teacher effectiveness. School Funding - Essential Programs and Services (EPS)

Prior to implementation of EPS, Maine’s funding formula had little in terms of prescribed levels of adjustment to insure vertical equity. But beginning in 2005-06, three vertical equity adjustments were put into place (special needs, LEP, and Disadvantaged Youth), and provisions were included in the law for three year reviews of these adjustments. The Disadvantaged Youth adjustment was first reviewed in Fall 2008. This report describes the results from the second regularly scheduled review in 2010-2011.

On January 11, Education Week released its 15 th annual Quality Counts report. Since 1997, Education Week has been releasing yearly report cards for each state and the nation as a whole. These report cards attempt to measure educational progress and success in several areas as well as assign an overall letter grade to each state. In this study, I examine the factors that influence school districts’ commitment to implement ESL (English as a Second Language) education in compliance with the federal Bilingual Education Act of 1968. To explain variation in implementation effort, I focus on several features of the local implementation environment, including the role of Latino descriptive representation. Utilizing data on all public school districts in Texas, I employ a Heckman two-stage estimation procedure that accounts for factors that influence school districts’ decisions to implement bilingual education programs as well as factors that affect the amount of resources school districts are willing to allocate …

Although all of the schools in the target school system adhere to a school improvement process, achievement scores remain mediocre or stagnant within the overseas school in Italy that serves children of United States armed service members. To address this problem, this study explored the target school's improvement process to discover how different stakeholder groups viewed that process. The aim of these investigations was to determine if different stakeholder groups' competing values hindered the school's improvement efforts.
