This presentation provides a review of ECHR's case law since 2005 related to extradition cases. The Ukraine represents one of leading countries in the Strasbourg's court for human rights violations involving extradition cases. The presentation offers concrete ways which the Ukrainian authorities can help bolster human rights in its processing of extradition cases.

Article 6 of the UN Convention Against Corruption requires that signatory states establish an anti-corruption agency (or agencies) responsible for preventing corruption. However, the Convention – and legal scholarship in general – provides little direction about how such agencies should be organised. Moreover, the piece-meal nature of anti-corruption legislation in most developing countries makes the efficient operation of such agencies difficult to impossible. This article argues that regulatory instruments can help overcome the inherent weaknesses of legislative governing many anti-corruption agencies. There has been a growing interest in the examination of the steady state of simultaneous bilinguals. An understanding of what leads to the possible weaknesses in the grammar of early bilinguals can contribute to our understanding of the possible causes of the apparent characteristic ‘failures’ in second language acquisition (Montrul 2008). Spanish has a gender feature for nouns (Carroll 1989) and gender agreement for determiners and adjectives. The adverse effect of financial crises upon the world’s economies represented the background for the development of a wide economic literature on financial stability. The assessment of this phenomenon stands for a complex exercise, as many techniques can be used for this purpose. Such a technique is the construction of an aggregate financial stability index which allows for a comparison between financial systems stability. This article reviews the present state of the adoption of anti-corruption legal provisions usually adopted in EU (or candidate) countries in Morocco. Morocco lags behind many countries in its adoption of anti-corruption legislation and the recently established Central Agency of the Prevention of Corruption is unlikely to succeed in speeding up the adoption of these measures. English language translations of a number of Moroccan anti-corruption legal instruments are presented and amendments to these legal instruments are recommended (based on international best practice) in order to increase the likely effectiveness of Moroccan law enforcement institutions in fighting corruption.

Using a unique large sample survey, the knowledge and attitudes of Georgia high school economics teachers towards economics is examined for the first time. Teachers are found to have a good knowledge of economics with perhaps more training needed in supply/demand analysis and monetary economics. A minority of teachers don't like economics and even the math that is needed to teach it. Teachers who recently took a university course or at least attended an economics education workshop are far more likely to like and be knowledgeable about economics.

Ability Grouping And Academic Inequality: Evidence From Trinidad And Tobago, Clement (Kirabo) Jackson

In Trinidad and Tobago students are assigned to secondary schools after fifth grade based on achievement tests, generating large differences in school and peer quality. Using instrumental variables to address self-selection bias, I find that being assigned to a school with high-achieving peers has large positive effects on examination performance, particularly for girls. This suggests that ability grouping (or school tracking) reinforces achievement differences by assigning the weakest students to schools that provide the least value-added. While students benefit from attending schools with brighter peers on average, the marginal effect is non-linear such that there are small benefits to attending …

Using student examination data linked to longitudinal teacher personnel data we document that a teacher’s students have larger test score gains when she experiences an improvement in the observable characteristics of her colleagues. Using within-school and within-teacher variation, we further show that a teacher’s students have larger test score gains when she has more effective colleagues (based on their own students’ achievement gains from an out-of-sample pre-period). A one standard deviation increase in average teacher peer quality is associated with an increase of 0.02 and 0.04 standard deviations in student test scores in reading and math respectively (about one third …

The reshuffling of students due to the end of student busing in Charlotte-Mecklenburg provides a unique opportunity to investigate the relationship between changes in student attributes and changes in teacher quality that is not confounded with changes in school or neighborhood characteristics. Comparisons of OLS and IV results suggest that the spatial correlation between teachers’ residences, students’ residences and schools could lead to spurious correlation between student attributes and teacher characteristics. The reshuffling of students led to teacher re-sorting so that schools that experienced a repatriation of black students experienced a decrease in various measures of teacher quality (including estimated …
