Sudan as an example of LDCs the banking sector has been suffering from the problem of cash outflow over the last three decades, generating the following impacts: Loss of banking sector of its role of financial inter-mediation, cash scarcity in the banking sector, large government borrowings from unreal source of finance, thus, more inflation. This paper attempts to analyse the evolving relationship between economic growth and human development for 28 major Indian states during four time periods ranging over the last two decades, viz. 1983, 1993, 1999-2000 and 2004-05. The objective of this exercise is to understand whether per capita income (as an indicator of economic growth) is influenced by human development and vice versa across Indian states. The National Human Development Report 2001 methodology has been applied for constructing the Human Development Index (HDI) for the Indian states. This short nontechnical article reviews the Arrow Impossibility Theorem and its implications for rational democratic decisionmaking. In the 1950s, economist Kenneth J. Arrow proved that no method for producing a unique social choice involving at least three choices and three actors could satisfy four seemingly obvious constraints that are practically constitutive of democratic decisionmaking. Any such method must violate such a constraint and risks leading to disturbingly irrational results such and Condorcet cycling.
