Educating students with disabilities in the least restrictive environment necessitates the use of accommodations and modifications to help these students have better access to the general education curriculum. As a result of inclusion, general education teachers are required to teach students with disabilities in their general education classrooms. Even though regular education teachers have assistance from special education teachers, not all general education teachers (and some special education teachers) believe they have the education, experience, or support to teach these students effectively. The purpose of this current study is to determine if a difference exists in the attendance rates for special education students and low socioeconomic status students when compared to their peers who do not have these designations. The attendance data from one rural county school district for the years of 2007-2011 were examined to determine if a difference in the attendance rates did exist. Results from this research revealed that students receiving special education services were absent significantly more than their general education peers. However, students of low socioeconomic status were not absent any more than their peers who were …

Author's abstract: The purpose of this study was to understand both contributors and barriers to use of the Georgia Special Needs Scholarship (SB10). Although SB10 was designed to offer parental choice of schools for students with disabilities, it has diminished the capacity of parents to access due process granted through IDEA. Perspectives in this study were provided by parents who chose to rescind their child's participation in the voucher program and parents who continued to access the voucher. A Quantitative Analysis Of General Education Teachers Perceptions Of Their Knowledge Of Special Education Law Processes And Procedures., Linda Karen Tilson

This study examined general education teachers who have taught students with disabilities and their perceived knowledge of special education law, processes, and procedures. Results obtained from the study's 15 research questions were examined using independent samples t-tests and ANOVAs based on differences in teachers' gender, education level (Bachelor's Degree, Advanced Degree), current grade level teaching assignment (K-8, High School), years of experience (0-4, 5-9, 10-14, 15+), and current subject teaching assignment (Academic, Nonacademic).
Results show that across the 3 areas regardless of demographics only 1 of the 15 research questions had a statistically significant finding. No significant differences were …

The purpose of this study was to determine how Individuals with Disabilities Education Act (IDEA) Part B funds in the American Recovery and Reinvestment Act (ARRA) were initially budgeted for sustainable or unsustainable purposes by the 50 Local Education Agencies (LEAs) in East Tennessee in 2009-2010. Federal guidance for use of ARRA funds suggested funds should be spent quickly to create or save jobs and support education reforms. Thoughtful investment in order to avoid the funding cliff when ARRA funds ended was also stressed. Legislative mandates require teachers to provide access to the general curriculum for all students in the least restrictive environment. Though policies are in place to ensure high quality instruction for all students, many students with developmental disabilities are still being served in self-contained settings with a life-skills instructional approach only, without the necessary supports for accessing the general curriculum. In school systems across the United States, disproportionality in special education along racial and ethnic lines is not merely a problem of overrepresentation or underrepresentation, but misrepresentation. African Americans, Hispanics, and Native Americans are given incorrect diagnoses, disproportionate educational designations, and inappropriate placements. The key factors behind disproportionality include racial bias among educators and other service providers, socio-economic status, substandard early childhood environments, and family composition. Inappropriate special education placements can lead to increased rates of school dropout, poor academic achievement, lower-paying jobs, and juvenile crime. This ethnographic case study follows the educational journeys of nine students with learning disabilities who with luck and parental advocacy attend a school designed to address their disability. The researcher explores the role of cultures, both within and outside the school, and examines some of the effects of the social construction of special education on student learning.
This study draws no conclusions regarding the connections between the cultures at the school and the student’s success. However it does highlight the perspective of students, parents, and teachers, noting the ways in which they describe how and why this school environment allowed …

This correlational study was designed to determine the relationship between the principals' knowledge of Individuals with Disabilities Education Act (IDEA) and their implementation of special education services, as well as to determine if there was a relationship between principals' knowledge of IDEA and their beliefs and practices; experience, training, and demographic characteristics. The respondents, principals in New Orleans area schools, were divided into three groups: charter, city/district, and state operated. Their knowledge of IDEA was measured using a survey instrument developed by Wakeman (2005) and Copenhagen (2005). This study is an exploration of the relationship that exists between the parents of children with moderate to severe disabilities and special education professionals. The purpose of this project is to examine what strategies can be devised to transition those with learning disabilities into the workforce. This is accomplished by a qualitative review of the history of educational policies and programs used in England, France, Russia, China, Hong Kong, Kenya, and Nigeria. These strengths and weaknesses are compared with the history of policies implemented in the United States, to see what strategies can be used to affect policy changes that will better the chances for employment for those with learning disabilities.

Use of high stakes assessment for special needs students is a key element in the current educational reform movement. State assessment systems use these tests to determine and report school accountability scores, distribute school funding, and assess school rewards and sanctions. The impact of including these students' test score on the district accountability reports has not yet been determined. In recent years the number of children diagnosed with Autism Spectrum Disorders (ASD) has skyrocketed. In New York City this influx of children needing special services and special education has coincided with changing special education priorities and a major overhaul of the public school system. Added to this has been a lack of knowledge or agreement about the most effective interventions and teaching approaches for children with these disorders.

This project investigated the use of voice recognition for written communication. The literature review revealed a lack of research in using voice recognition with individuals with disabilities. An instructional manual consisting of a step-by-step process to guide students through the general training process and teaching students the additional features of the program to promote independent use of Dragon Naturally Speaking Version 5 for written communication. Field tests were completed with 3 students, two with physical disabilities and one with a learning disability.

The purpose of this project was to expand upon a current workshop that taught students about positive self-esteem and how to self-advocate for themselves, by creating a handbook of information about dyslexia and some strategies to pre-expose them to the workshop content. The handbook includes an appendix with all required material to complete the workshop. The project also contains, a review of current literature and research related to dyslexia including the definition, diagnosis, testing, remediation, and self-esteem in regards to dyslexia was conducted.

The Effects Of Peer Administered Methods For Increasing Social Interaction Between Young Handicapped And Nonhandicapped Children, Marilyn Kathleen Errett

The purpose of the study was to compare the use of peer administered contingent reinforcement for social interaction with the use of play materials that facilitate interaction. The subsequent effects on the social interaction of mainstreamed preschool handicapped children with their nonhandicapped peers was examined. Three nonhandicapped kindergarten children were paired with three moderately mentally handicapped preschool children and trained to initiate play. A single-subject, alternating treatment design with a withdrawal phase was used to compare the effects of the two treatments. Generalization immediately following each treatment was also examined as was maintenance over time. Observers used an interval recording …

The purpose of this study was to design a developmental curriculum of activities for nonambulatory-multiply handicapped preschoolers, ages birth to 5 years. Visual motor, fine motor, and sensory skills were the areas specifically designed for the curriculum. A review of literature was conducted, investigating current information of curriculum for preschool nonambulatory-multiply handicapped children. Samples of curriclum from a variety of preschool project models were examined. A compilation of data resulted in a preschool curriculum for nonambulatory-multiply handicapped children.

A preschool model for 3-5 year old rural handicapped children is based on developmental skills in the areas of receptive and expressive language acquisition, fine and gross motor movement and beginning cognitive skills. Also included, to facilitate the establishment of a new rural preschool is a list of materials needed to begin the program and a list of free and low cost legal, medical, and assessment services. The need for rural preschool programs is discussed as well as reasons for growth of preschool in Washington state.

State and federal education of the handicapped legislation provides numerous safeguards to ensure appropriate educational opportunity. Parents are expected to be active participants. Schools are obligated to inform parents of their responsibilities, rights and procedures to be followed. The disclosure is lengthy and complicated. To simplify this process five brochures were prepared each to deal with a discrete step or process. The brochures are to be distributed at appropriate times and in conjunction with the full disclosure required by law.
