Kentucky public charter school law was introduced in 2017, the purpose of the new innovative schools were to close the achievement gap among the education system within the state. Charter schools are new-age schools that have a smaller class size, use differentiated instructional strategies that integrate technology to promote engagement, which in turn increases student growth and success. Advantages of charter schools within other states include differentiated environment, culture, and performance. Disadvantages of charter schools involve taking resources from traditional schools, higher resource costs, and demands. The study was approached using a basic qualitative research method. The intent of this paper is to provide a mixed-methods audit of professional development provided to K-12 school leadership in Virginia's diverse landscape to include identification of providers, funding, effectiveness, and expectations.

In the Commonwealth of Virginia, geographical, political, and socio-economical differences across 132 school divisions cause variability in leaders' experiences with professional development. A mixed-methods approach was used, including a review of current literature, an online survey, virtual interviews, and virtual focus group discussions. In countries where school systems have improved dramatically, pre-service teacher education has become more integrated with the regular school system. Aspiring teachers, while studying for their certification, are paid to practice under the guidance of an effective classroom teacher for a full year before seeking certification. Increasingly, evidence from the U.S. also indicates that such a model is effective. In fact, four persistent teacher quality challenges facing schools and districts can be positively impacted through the establishment of funded year-long pre-service clinical placement.

The Every Student Succeeds Act (ESSA) provides states and districts with a renewed opportunity to strengthen the quality of teaching and learning in schools by explicitly incorporating well-designed year-long pre-service co-teaching placements (“residencies”) into state ESSA applications as an allowable and encouraged use of funds. While “preservice” teacher preparation is not frequently conceptualized as an allowable use of these federal funds, when well designed preparation programs include funded, year-long co-teaching residencies, they address many of the goals contained within ESSA and contribute to the systemic educational improvements sought by states and districts.

Prior empirical research has taken many varying approaches to determine if differences in funding significantly impacts student academic achievement. However, much of these studies exhibit weak generalizability due to their limited scope, timeframe and dissimilar achievement measures. To expand upon the already robust literature in education finance this study measures interstate funding disparities via state fiscal effort and determines its impact on several measures of student academic achievement. To control for threats to external validity the research investigates the variables over ten years to determine if the relationships hold over time. Providing public education traditionally has been one of the most important functions of government. During the 1990-91 school year, education expenditures by all levels of government in the United States approximated $330 billion, or about 18 percent of total public expenditures. In a narrower sense, state and local governments committed just over one-third of their budgets to education, and for local governments alone (primarily local school districts), about 43 percent of all spending went for education.
