This research aligned with protocols established by the Florida Board of Governors in 2016 to form a new funding model tied to the institution's performance. The literature review highlighted a disparity between students' expectations and the reality of college which could negatively impact persistence, and therefore funding to the institution. This study investigated schools who received Reading First (RF) monies to determine if student reading achievement in kindergarten through second grade was a function of the funding earmarked for implementation of the RF practices. The researchers also examined a seven-year reading progress trend to observe changes in Texas Primary Reading Inventory (TPRI) composite means of 37 participating campuses by grade level and by assessment measure from 2006 to 2012. Multiple linear regression and one-way repeated measures outputs were used for evaluating the evidence. A longitudinal progress trend was used over a seven-year period. For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). First introduced in 1875, Blaine Amendments restrict private, parochial schools from utilizing publicly acquired funds. While the federally proposed Blaine Amendment died on the Senate floor, 37 states have adopted constitutional language that limits and/or bars religious schools from receiving public funds. Fraught with bigotry and labeled as discriminatory, such measures have not gone without challenge and the judicial system has delivered numerous decisions on funding public and private schools. For nearly two decades, the state of Texas mandated gifted education services and provided funding to public school districts. One policy that was unique to the state is the mandatory minimum spending. This research examines how these mandatory minimum spending floors influence spending in public school districts within the state and how that influence varies across locales. Our findings provide evidence that rural public school districts in Texas were more likely to operate near to the mandatory state minimum spending for gifted education than non-rural public school districts.
