Reform is a reality for many school districts and schools. When faced with reform movements, districts and schools must address both the immediate implementation and the sustainability of the reform. This dissertation study is informed by two theories centered on reform implementation and sustainability: Organizational Learning Theory by Leithwood, Aitken, and Jantzi (2006) and Coburn’s (2003) Theory of Sustainability. Satisfaction of delivery models between online and blended doctor of education courses were examined. Graduate students were generally satisfied in online and blended courses in relation to the instructor and the course, but the blended model was preferred and statistically significant compared to the fully online model. No relationship was found between cumulative grade point average and student satisfaction with the instructor, the course, and delivery models; however, cumulative grade point averages (CGPAs) were found to be high for both delivery models. However, often times reading fluency is not given the same importance in intermediate and upper elementary grades. This single case study is embedded in a multiple case study conducted in Canadian offshore schools in China. In response to the scant literature on literacy curriculum in transnational education contexts, particularly in secondary schools, this study reports findings regarding literacy curricula implementation in a secondary Sino-Canadian school.

The theoretical tools of the study include theories on curriculum, multiliteracies, and multimodality. Data presented in this paper emerges from observations of 46 periods of Mandarin and English literacy classes, interviews with two Chinese and two foreign literacy teachers regarding curricula actualization, and related curriculum documents.
