This dissertation focuses on a study of reading-into-writing strategies employed by students in two sections of first-year-composition (FYC) that were paired with a support course as part of an accelerated learning program (ALP) at a community college. Each FYC course was comprised of 11 students whom the college had deemed college-ready without the ALP course, and 11 students who were deemed at remedial levels in reading and / or writing and who were subsequently required to enroll in the ALP course. This phenomenological qualitative study drew findings from interviews with 12 individuals who have experienced a merger, are currently in leadership or faculty positions, and work for the Technical College System of Georgia. The purpose of this qualitative single case study with embedded units of analysis was to provide evidence of the personal, institutional, and community resources leveraged by U.S.-educated English language learners (US-ELLs) to matriculate and persist at community colleges and of how their educational experiences were shaped by community college policies and practices. Nontraditional students are an untapped population for American higher education institutions. Private baccalaureate-granting universities have taken the lead on creating programs for this population’s needs. These programs typically include combinations of online instruction, cohorts, compressed or accelerated courses, and prior learning assessment. Similarly constructed programs for nontraditional students at public community colleges are less common. A review of the Council for Accelerated Programs’ website reveals only twelve of the 98-member institutions are community or technical colleges, and only one is in California (Council for Accelerated Programs, n.d.). These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. Despite gains in expanding the student pipeline to postsecondary education, first-generation and low-income (FGLI) students complete college at disproportionately lower rates and have limited access to the resources necessary to make informed decisions about higher education. Research has shown that FGLI students are less likely to apply to college after completing high school, and when they do, they often enroll in institutions that are less selective than they were academically qualified to attend. Moreover, although access to higher education has expanded, the increased concentration of students at community colleges has not led to increases in earned credentials.

The purpose of this correlational study was to explore the relationship between the new statewide two-year financial aid program, Tennessee Promise, and college choice among high school seniors in four counties in upper Northeast Tennessee. Independent variables included GPA, concern about ability to pay for college, and plans to attend a two-year or four-year institution. The dependent variables were scored on three dimensions: cost factors, social factors, and academic factors relating to college choice. This qualitative, phenomenological study was designed to learn more about how first-generation, minority community college students perceive the meaning, barriers, and value of developmental education. Five participants were interviewed in a semi-structured format. The results provided nuanced and personal accounts from students who revealed that developmental education affects their feelings of self-efficacy, that systemic financial challenges are consistent barriers to success, and that the connections between teachers and their students, or lack thereof, are perceived to have an impact on the usefulness of developmental education.
