This policy advocacy document argues for a fair and equitable retention and promotion policy for English language learners (ELLs) in elementary grades of a large urban school district. Increasing access and instructional opportunities within bilingual/ESL services combined with more accurate measures of English proficiency would help mitigate random or unfair promotion and retention practices. A needs analysis was conducted on educational, economic, social, political, and moral-ethical dimensions and arguments made in support of the recommended policy (Browder, 1995). The purpose of the study was twofold:

(1) To examine perceptions of preservice teachers on the implementation of multicultural education; and

(2) To investigate the extent to which preservice teachers are willing to implement multicultural education.

Snowball sampling method was used to find the participants for this research study because part of the sample for the study was very rare or limited to a very small subgroup of the population (minorities and seniors). Three preservice school teachers participated in the interview process, the results were audio recorded.

Putting Educational Reform Into Practice: The Impact Of The No Child Left Behind Act On Students, Teachers, And Schools, Timothy Song

This thesis seeks to investigate the effects of the No Child Left Behind Act (NCLB) on U.S. student achievement and teacher effectiveness. By combining the results from various data sources, I am able to indicate the levels of student preparedness, school spending, and specific classroom practices. After an analysis of my results, I suggest that NCLB has found moderate success in increasing the level of math preparedness for younger students from historically disadvantaged backgrounds. On the other hand, the data also suggests that there have been no statistically significant gains in reading achievement after the implementation of NCLB. Additionally, spending …
