The purpose of this case study was to better understand the reasons behind the apparent continued success of a blended learning educational model in place since 2012 in the Illinois Department of Juvenile Justice (IDJJ). Using a mixed methods approach, data were gathered and analyzed from a variety of records, reports, and other documentation that included: diplomas awarded, courses taken, course completion, enrollment trends, student mobility rates, GED testing information, and special education student enrollment and performance. The purpose of this archival comparative study was to conduct a quantitative comparison of the English reading achievement of third grade ELs enrolled in dual language education (DLE) programs to those enrolled in transitional bilingual education (TBE) programs in order to determine which program is more effective in improving the reading proficiency of third grade ELs in the Chicago Public Schools. The purpose of this Culturally Responsive policy is to provide a framework for implementing and enhancing cultural responsiveness in an urban Head Start program. By increasing awareness of culturally responsiveness and providing on-going professional development and resources, the policy will have a significant impact on ensuring that staff are prepared and supported in the implementation of culturally responsive best practices. The policy maintains that culturally responsive pedagogy facilitates and supports the achievement of all students. The program evaluation studies the impact of initiatives implemented at an elementary school near a large city in Illinois using a case study methodology. The school was required to restructure during the 2013-2014 school year as a result of the performance mandates outlined in the No Child Left Behind Act of 2001. To compare the post-restructuring status of the school with the pre-restructuring status, student growth data for multiple grade levels and for each federal subgroup was collected. I offer voice to a silenced and minimally recognized group by including my story and the story of other Latina leaders. This mixed methods study gathered quantitative and qualitative data using a survey and interviews to examine the preparation, dispositions, and experiences of middle grade EL teachers; their professional development; their instructional decisions related to language and literacy development; and the factors that influence these decisions. This report advocates for my district's participation in the Illinois State Seal of Biliteracy Program, which became law in August, 2013. This program places value on developing bilingual or multilingual citizens. Through the demonstration of proficiency in English and one or more foreign languages, students can earn the State Seal of Biliteracy, which is recognized on high school diplomas and transcripts. This was a phenomenological study of racial privilege as experienced by White people who have struggled to become more racially aware and socially active in dismantling racism and White privilege. The primary conceptual framework for this study was Critical Race Theory with Transformative Learning theory and Racial Identity Development as additional theoretical lenses. A descriptive study of second language adults studying ESL at the beginning, intermediate, and advanced levels in a post-secondary academic program revealed that their oral reading fluency had a significant, low-to-moderate correlation with scores on a measure of silent reading comprehension. The correlation was slightly stronger for measures of accuracy than speed, and strongest for miscue ratio. The correlation increased as proficiency level increased. Among different first language groups, the correlation was highest for Hispanic learners, and lowest for Chinese. Furthermore, all fluency measures correlated better with a listening measure than with the silent reading comprehension measure. When a system …
