Recently scholars have been calling for the loosening up of China's one-child policy, and even the Chinese government has begun to show some willingness to do so. The call is not new. In my doctoral dissertation 25 years ago I first showed that China should allow couples to have two children and could still achieve the same population control goal as the one-child policy. I am glad to see that what I proposed 25 years ago is repeated by many scholars and even acceptable to the Chinese government.

Whites And The Active Representation Of Racial Minority Interests, Maykao Y. Hang

This study explored personal and organizational factors that contribute to White public administrators actively representing the interests of racial minority minorities. Data collection comprised of 15 semi-structured interviews. The average age was 54, and the length of service was 3-33 years. Subjects were asked about their personal background, what it means to be White, and work experiences in local county government.

Personal factors found were racial consciousness, major life events, and significant relationships with people of color. Organizational factors included a diverse and inclusive work environment, bureaucracy, legal and compliance issues, and supervisor support. Findings included that Whites did not …

The Inevitable And Difficult Transition From Relation-Based To Rule-Based Governance In China, Shaomin Li

China has benefited tremendously from replying on the relation-based way of doing business and governance, as evidenced in its rapid economic growth up to now. However, further relying on the relation-based governance may eventually hinder China's economic growth and exacerbate inequality, resulting in political instability. On the other hand, given China's cultural heritage and powerful vested interest groups, can China shed its relation-based way? This article argues from logical, theoretical, and empirical perspectives the inevitability and difficulty of China's transition from relations to rules, and discuss the implications of the transition or the lack of it for China.

Design reviews and executive conversations at the point of strategic decision-making share an important outcome: they both result in the (nearly) irrevocable allocation of resources to pursue a design concept or strategic option. Our study aims to contribute to the strategic decision-making scholarship by investigating the robustness of these conversations. This thesis presents the business case for installing green roofs on movie theaters and shopping centers. These businesses can then derive increased profits from the environmental benefits of reduced energy use and increased stormwater retention. After presenting the basic design and benefits of a green roof, the thesis develops stand-alone business plans for a movie theater and shopping center. The author finds that green roofs are a profitable sustainability solution for the commercial enterprise.

This article critically compares China's rare earth policy with perspectives upheld in the rest of the world (ROW). We introduce rare earth elements and their importance for energy and present how China and the ROW are framing the policy debate. We find strongly dissonant views with regards to motives for foreign direct investment, China's two-tiered pricing structure and its questionable innovation potential. Using the metaphor of "China Inc.", we compare the Chinese government to a socially responsible corporation that aims to balance the needs of its internal stakeholders with the demands from a resource-dependent world. Between early 2010 and May 2011 the Windham Housing Trust conducted a feasibility analysis to study the possibility of merging with or acquiring the Rockingham Area Community Land Trust, a similar community land trust organization providing affordable housing in an adjacent county.

This study analyzed the one year feasibility study and merger negotiation process between the two organizations, and explored the complex set of relationships between financial partners, communities, residents, and funding stakeholders. This project developed tools to support a consulting practice integrating the author’s interests in creative process, design and organizational strategy. The focus is on educating students and clients about creativity, creative thinking, design and innovation. Design thinking concepts of user feedback and rapid prototyping were used during the project. The resulting products are materials for a multi-day graduate level workshop for design students, a creativity website including blogging capability and a four minute educational video aimed at helping establish an Aerospace Technology Center in Northern Illinois.

This paper explores knowledge services clusters (KSCs) as a distinct and increasingly important form of geographic cluster, in particular in emerging economies: KSCs are defined as geographic concentrations of lower-cost skills serving global demand for increasingly commoditized knowledge services. Based on prior research on clusters and services offshoring, and data from the Offshoring Research Network (ORN), major properties and contingencies of KSC growth are discussed and compared with both high-tech clusters and low-cost manufacturing clusters. Arrow-Fisher-Hanemann-Henry And Dixit-Pindyck Option Values Under Strategic Interactions, Tomoki Fujii, Ryuichiro Ishikawa

We extend the Arrow–Fisher–Hanemann–Henry (AFHH) and Dixit–Pindyck (DP) option values to a game situation. By reinterpreting the AFHH option value as a change in the surplus from conservation because of the prospect of future information, we deal with a conceptual difficulty associated with the AFHH option value in the presence of strategic interactions. We then introduce the DP option value into a game situation. We show that the equivalence between the expected value of information and the DP option value in the standard model does not hold under strategic interactions.

Performance Sensitivity Of Executive Pay: The Role Of Foreign Investors And Affiliated Directors In Japan, Asli M. Colpan, Toru Yoshikawa

This study investigates the effects of corporate governance factors on the firm performance and executive compensation linkage. Specifically, we examine how domestic corporate-appointed directors, bank-appointed directors and foreign ownership moderate the relationship between firm profitability, sales growth, and executive bonus pay in Japanese firms. Using a sample of the largest Japanese manufacturing companies from 1997 to 2007, we find that corporate-appointed directors positively moderate the relationship between firm growth and bonus pay, while foreign shareholders exhibit a positive moderating effect on the relationship between firm profitability and bonus pay. This paper discusses the role of energy provision in influencing the social aspirations of people living in slums. We examine factors that influence the shift in aspirations in five slum settlements using data from 500 interviews conducted in serviced and non-serviced slums from the state of Gujarat in India. The non-serviced slums did not have access to basic services namely water, sanitation, energy, roads, solid waste and rainwater management. We find empirical evidence which suggests that when basic infrastructure provisions are met, slum dwellers shift their focus from lower order aspirations to the higher order aspirations like health, education, housing …

Innovating In The Periphery: The Impact Of Local And Foreign Inventor Mobility On The Value Of Indian Patents, Tufool Alnuaimi, Tore Opsahl, Gerard George

We examine the impact of local and foreign labor mobility in India by modeling one regional and one global network, each of which captures the inter-organizational mobility of inventors. Our analysis of the regional network shows that, within India, the productivity of inventors does not improve when they move from foreign to Indian organizations. In the global network, we find that Indian organizations remain located in the periphery as a result of employing a small number of inventors from foreign organizations. We propose a person-centered framework for conceptualizing subjective careers in an increasingly boundaryless work context. Specifically, we argue that entrepreneurship, professionalism, and leadership (EPL) can serve as three key dimensions of subjective career space. We relate this framework to earlier macro-level national and organizational career models proposed by Kanter (1989) and Schein (1978). Our empirical study involving 10,326 Singaporean university students demonstrated that entrepreneurial, professional, and leadership career aspirations (including motivations, efficacies, and intentions) can be measured independently, that these career dimensions are independent of vocational interests, and that they are to some degree viewed as competing career alternatives.
