The recent cattle on feed report suggests that cattle feedlots are coming closer to sorting through much of the backlog associated with plant closures and shutdowns as a result of plant workers testing positive for COVID-19 and plants implementing CDC and OSHA worker health recommendations. For example, the number of cattle on feed over 90 days has dipped below 2019 levels for the first time since April. However, cattle on feed over 120 days is still about 10% higher than 2019. Feeder cattle future price spreads across all months have recovered to near pre-COVID-19 levels as quarantine restrictions and packing plant capacity issues have been mostly sorted out. For example, for the week of July 17, 2010 [sic], prices reached levels not seen since the beginning of March 2020. Globally, rice producers are faced with the temporal problem of deciding the optimal time to being rice harvest. When harvested, paddy rice is typically at a moisture content (HMC) between 15 and 22%. Upon delivery, the rice is subsequently dried by the mill to a moisture content (MC) of 12.5%. Riceland Foods Inc., the largest miller of rice in the world, uses a stair-step pricing model to charge farmers to dry in price/unit as the MC of grain decreases from a range of +22% to 13.5%. Basis is defined as the cash minus futures. Cash market reflects today's supply conditions and price. Futures market reflects upcoming supply and demand conditions. If it is anticipated that there will be a period of increasing supplies, futures prices will decline to reflect that information. Likewise, periods of time with expected decreasing supplies, future prices are expected to increase.

Generally, unemployment insurance across the country is managed by state government. Each has different rules, with oversight by the US Department of Labor. The Coronavirus Aid, Relief, and Economic Security Act (CARES) Act made changes to the unemployment coverage for workers and appropriated funds for the changes. The act tasked the Labor Department with writing rules for the changes and it has issued an Unemployment Insurance Letter — UL No. 16-20 — that begins the rulemaking process.
