This paper is concerned with a personnel management problem at a research and development laboratory. An indirective interviewing program had been in existence for ten years. It had as its major goals:

1. determining employee attitude and opinions;

2. communicating, interpreting and clarifying company policy to employees; and

3. providing the catharsis gained through discussion of problems.

Originally, the objective was to interview each year all employees covered by the program. As the laboratory grew and the personnel group assumed additional responsibilities, the objective was missed by a considerable margin. Further, the group interviewed was not representative in terms of …

In the past decade, beginning near the termination of the Korean conflict, an ever increasing percentage of defense appropriations ahs been going toward basic development work - - primarily the development of weapons and interrelated defense systems. Traditionally, this type of work has been contracted for on a cost-plus-fixed-fee (CPFF) basis, the dollar amount of which has been rising steadily. In fiscal year 1953, for example, 15 per cent of all Department of Defense (DOD) procurement was on a CPFF basis, while in fiscal year 1962 the figure rose to an all-time high of approximately 38 per cent, or $10 …

The general subject of this thesis concerns applied decision theory identified by the decision matrix which combines the controllable alternative strategies and noncontrollable outcome states associated with a given problem environment. The purpose of this thesis is to critically review and evaluate the merits of a management technique currently receiving wide acclaim throughout the defense contracting industry. This technique has been referred to as an "operations research or scientific approach to modern management" [Fazer, 9]. The name given this new technique is PERT. It was the purpose of this study to investigate further the observed phenomenon of multiplicity of application of descriptive performance appraisal statements to many job families by testing the validity and factor patterns of these statements across a much broader segment of American business and industry. This was accomplished by asking a selected cross section of industrial, manufacturing and financial concerns; government agencies; and public utilities throughout the country to complete a questionnaire. All the data used in this study were obtained from the results of that survey.

Despite the phenomenal success of our industrial private enterprise system, there are frequent indications that we have not achieved enough understanding of people. Strikes, slowdown, major and minor grievances are frequently indicative of attitudinal factors and their influence on the industrial situation. These problems have been viewed primarily as due to economic pressure. Others attribute them to increasing productivity which is often stressed as a major need for the next half century. An accelerated technological tempo is notable in the demand expressions for military product. As performance requirements move toward ever increasing speeds, higher temperatures, higher strength-to-weight ratios, and miniaturization, the industrial complex exhibits a tendency toward specialized manufacture to meet these demands. There is a resultant multiplication in the complexity of the supplier-buyer relationship as a result of this specialization. Further, as new links are added to the chain of events involved between raw material and piece part manufacturing, through components and subcomponent design and manufacture to the complete system level, the communication network becomes correspondingly complex.

Santa Fe had always been the commercial center of northern New Mexico, but after the republic of 1821 succeeded the viceroyalty, trade in that area began to build up. From an annual value of $15,000 in 1831 to about $1,750,000 in 1846, this overland trade eventually developed its own historical heritage and became known as the “Santa Fe Trade.” Since under the new administration merchants were permitted to bring their merchandise from the east, the effort involved in supporting this tremendous supply system became significant in itself, employing over 5,000 men, 1,500 wagons, and more than 17,200 horses, mules, and …
