Collaboration and other forms of interaction between complex arrangements of private, nonprofit, and public organizations to address challenging policy problems now occurs routinely. In many cases collaboration is mandated by law, and often disbursement of grants to nonprofits is contingent upon demonstrating collaboration with other organizations. Although private foundations are assumed to be beneficial, their impact on grantee organizations is not well understood. This quantitative research explored how private, nonoperating foundations influence grantees' financial capacity to pursue their missions. Principal-agent theory was applied to rationalize foundations' social good purpose, along with subsidy theory of public charities' need for capital accumulation, thus comprising a unique framework for identifying pathways of relationships amongst influencer variables of foundations' operating characteristics; the outcome of grantees' months of unrestricted, liquid net assets (MULNA); and the mediator of foundations' payout rate. The number of service-oriented jobs has increased locally and nationally, and organizations are spending millions of dollars to train front-line employees to maintain customer satisfaction and compete in the service industry. Despite the financial investments of these training programs, little research has investigated the holistic effectiveness of customer-focused training (CFT) programs. The United States Air Force (USAF) has downsized an average of 10,000 active duty personnel each year from 1990 to 2010. Despite this downsizing, the mission remains the same, which increases the workload on the remaining airmen, lowers morale, decreases specialization, changes the mindset/culture, accelerates promotion rates, and shifts the dependence on technology in the Security Forces career field. This is a case study of performance-based and budgeting reforms in National Park Service (NPS). The study examines the effects of reform initiatives on the agency’s administration, budgeting, and management. Previous research suggests that current reform initiatives are more effective than those of the past. Further research on reforms suggests reform impacts, while small or non-existent at the agency level may be significant at the sub-agency level. The main reform studied here is performance based budgeting (PBB), under the Government Performance and Results Act (GPRA). Crisis preparedness is the responsibility of every person, business, and leader, and leadership behavioral skills are an essential characteristic of crisis preparedness. The purpose of this case study was to explore the decisions of elected leaders along the Gulf Coast during Hurricanes Katrina and Ike in order to understand their leadership behaviors in crisis preparedness. Imperatives In Informal Organizational Resource Exchange In Central Europe, David Jancsics

This paper challenges the mainstream social scientific approach that emphasizes “moral inferiority” in corruption and bribery in Central and Eastern Europe. We argue that in many cases, people participate in informal organizational resource exchanges not because of immorality or greed but rather because of powerful external forces. By using the case of contemporary Hungary to support this argument, this paper provides a systematic analysis of such imperatives. The findings of 50 in-depth qualitative interviews suggest that two main imperatives can be distinguished; macro-level social and meso-level organizational forces. This study explored the lived-experiences of 15 correctional officers and 5 sergeants working in adult state-operated prison facilities in Michigan. In particular, this qualitative grounded theory study revealed the impact that budget driven decision-making had on the lives of correctional officers: its effect on institutional custody, security, and safety. The study finds that many recent policy changes resulted in a sense of powerlessness expressed by the participants of the study. Participants found themselves in a precarious position, situated in between the prison population and the administration. This case study explored the use of site-visitation as a diagnostic tool for school improvement. Nine charter schools in New Orleans were selected for the study. Based on qualitative research and systems theory, a within- and cross-case analysis of nine semi-structured interviews with school leaders were conducted. The school leaders’ experiences with the state-run site-visitation model and their use of the findings for school improvement was explored. The findings led to the development of a hybrid accountability model that encompasses the components school leaders believe will lead to school improvement. Greenhouse gas emissions have been a growing concern. The transportation sector contributes to one-third of GHG emissions in the United States from fossil fuel burning. The Renewable Fuel Standard set a requirement for 16 billion gallons (ethanol equivalent) of cellulosic biofuels to be used in the market. Aviation biofuels can help to meet both of these problems as well as improve U.S. energy security.

Despite the scholarly interest in workplace incivility in the field of organizational behavior, public administration (PA) scholars have paid much less attention to this timely and relevant topic. Based on a unique sample of 401 individuals (nested in 83 work units) employed in a public organization in Thailand, the present study seeks to address this void by examining whether different sources of workplace incivility (i.e., supervisors, coworkers and customers) will have differential effects on different types of employee deviant behaviors (i.e., deviance directed towards the organization, supervisors, coworkers and customers). This study explored personal and organizational factors that contribute to White public administrators actively representing the interests of racial minority minorities. Data collection comprised of 15 semi-structured interviews. The average age was 54, and the length of service was 3-33 years. Subjects were asked about their personal background, what it means to be White, and work experiences in local county government.

Personal factors found were racial consciousness, major life events, and significant relationships with people of color. Organizational factors included a diverse and inclusive work environment, bureaucracy, legal and compliance issues, and supervisor support. Findings included that Whites did not …

The US Army launched the Global Assessment Tool (GAT) – a 105-item psychometric instrument taken by approximately one million soldiers annually – in October, 2009 in support of a population-wide resilience development initiative known as the Comprehensive Soldier and Family Fitness (CSF2) program.
