An Analysis Of The Implementation Of Acquisition Reform Initiatives And Contract Cost Variance, Mark A. Holbrook Mar 2003

An Analysis Of The Implementation Of Acquisition Reform Initiatives And Contract Cost Variance, Mark A. Holbrook

Theses and Dissertations

This thesis examines the impact of acquisition reform initiatives implemented since 1993 on contract cost performance. Many initiatives implemented during the 1990s focused on saving the government money in procuring weapon systems. For decades, cost overruns have plagued Department of Defense weapons systems development and procurement costing the government money. The passage of the Federal Acquisition Streamlining Act (FASA) of 1994 and the Clinger-Cohen Act of 1996, marked significant congressional action on aiding the Department of Defense develop and procure systems cheaper. Conclusions drawn in this thesis may aid leadership in supporting current initiatives and drafting new changes.

Integrating Cost As An Independent Variable Analysis With Evolutionary Acquisition - A Multiattribute Design Evaluation Approach, Marc T. Lewis Mar 2003

Integrating Cost As An Independent Variable Analysis With Evolutionary Acquisition - A Multiattribute Design Evaluation Approach, Marc T. Lewis

Theses and Dissertations

Guidance from the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) requires 100 percent of defense programs to incorporate cost as an independent variable (CAIV) and evolutionary acquisition (EA) plans within their management baselines. Historically, these two concepts have been implemented independent of one another. In reality, CAIV and EA are tightly coupled, Integration of these two initiatives enables warfighters and developers to better allocate constrained resources, respond to fluctuations in program funding, and plan for future development activities. This research creates a decision tool to assist the DoD acquisition community in satisfying the intent of the USD(AT&L) …

A Comparative Analysis Of The Cost Estimating Error Risk Associated With Fly Away Costs Vs Individual Components Of Aircraft, Jonathan D. Ritschel Mar 2003

A Comparative Analysis Of The Cost Estimating Error Risk Associated With Fly Away Costs Vs Individual Components Of Aircraft, Jonathan D. Ritschel

Theses and Dissertations

A shrinking workforce, unstable budgets, and rapidly changing objectives under stricter time constraints characterize today's cost analysis and acquisition environment. In concert with this environment, cost analyst positions have rapidly decreased as demonstrated by Aeronautical Systems Centers 54% decline in total authorized slots from 1992 to 2001. The question is how to deal with this more with less' mentality. The purpose of this research is to investigate and measure the risks associated with taking a macro versus micro approach to aircraft cost estimation. By analyzing the fidelity of a cost estimate developed at the flyaway cost level versus a cost …

A Delphi Expert Assessment Of Proactive Contracting In An Evolutionary Acquisition Environment, Gary L. Wellman Mar 2003

A Delphi Expert Assessment Of Proactive Contracting In An Evolutionary Acquisition Environment, Gary L. Wellman

Theses and Dissertations

This study used structured group discussions (The Delphi Method) among three groups of contracting professionals from the Air Armament, Aeronautical Systems, and the Electronic Systems Centers in order to identify potential roadblocks to implementation of Evolutionary Acquisition strategies. The Delphi groups also tackled the problem of identifying and exploring potential business strategies that may counter the identified challenges. Discussions revealed that current laws, regulations, and internal processes pose challenges in an evolutionary acquisition environment. No single business strategy emerged as the best way to implement the EA strategy. Participants suggested that all three Centers concluded that robust business planning, pre-contract …

Onward Movement Transportation Mode Selection Study, Seong Kyun Lee Mar 2003

Onward Movement Transportation Mode Selection Study, Seong Kyun Lee

Theses and Dissertations

As a result of global security environmental changes, the U.S. Army's posture has changed from forward deployment to power projection and resulted in the reduction of the Army force structure. These changes also reduce the possibility of the United States' involvement in a large-scale war, but require rapid and reliable deployment to stabilize a hostile area. Force projection is the demonstrated ability to alert, mobilize, deploy rapidly, and operate effectively anywhere in the world, and consists of three deployment segments: fort to port, port to port, and port to foxhole. Reception, Staging, Onward Movement, and Integration (RSO&I) is a detailed …

Joining The Department Of Defense Enterprise Resource Planning Team: The Air Force's Role In The Enterprise, Coreen R. Mueller Mar 2003

Joining The Department Of Defense Enterprise Resource Planning Team: The Air Force's Role In The Enterprise, Coreen R. Mueller

Theses and Dissertations

Over time, the Air Force (AF) built customized legacy logistics data and information systems, which have evolved into an inflexible network of obsolete systems that are costly to maintain and upgrade, and struggle to share data in a timely and coherent manner. The Department of Defense (DoD), to include the Defense Logistics Agency (DLA), the US AF, the US Army, and the US Navy, have all recognized the need to modernize and integrate their legacy systems to improve warfighter support. The DLA, the US Army, and the US Navy all see Enterprise Resource Planning (ERP) technology as a commercial best …

A Service Life Analysis Of Coast Guard C-130 Aircraft, Jonathan B. Duff Mar 2003

A Service Life Analysis Of Coast Guard C-130 Aircraft, Jonathan B. Duff

Theses and Dissertations

The U. S. Coast Guard, much like the rest of the Armed Services, is facing a dramatic transformation of its forces to meet current and future service requirements. The Coast Guard has responded to this transformation by initiating the Deepwater System, a complete review of the offshore mission requirements and the modernization of its infrastructure. In particular, Deepwater will review and modernize the Coast Guard's aviation assets, improving aircraft systems, airborne sensors, and communications and information management systems. However, these capability advancements will take time and money to implement, and will require careful management of the current resources to ensure …

Evaluation Of Personnel Parameters In Software Cost Estimating Models, Steven L. Quick Mar 2003

Evaluation Of Personnel Parameters In Software Cost Estimating Models, Steven L. Quick

Theses and Dissertations

Software capabilities have steadily increased over the last half century. The Department of Defense has seized this increased capability and used it to advance the warfighter's weapon systems However, this dependence on software capabilities has come with enormous cost. The risks of software development must be understood to develop an accurate cost estimate.

Effects Of Three Types Of Free-Stall Surfaces On Preferences And Stall Usage By Dairy Cows, Cassandra B. Tucker, Daniel M. Weary, David Fraser Feb 2003

Effects Of Three Types Of Free-Stall Surfaces On Preferences And Stall Usage By Dairy Cows, Cassandra B. Tucker, Daniel M. Weary, David Fraser

Housing and Confinement of Farm Animals Collection

One important criterion in choosing appropriate housing systems for dairy cattle is that the freestall provides a comfortable surface for the cow. This paper describes two experiments testing the effects of commonly used lying surfaces on stall preference and stall usage by Holstein cows. In both experiments, 12 cows were housed individually in separate pens. Each pen contained three free stalls with a different surface: deep-bedded sawdust, deep-bedded sand, and a geotextile mattress covered with 2 to 3 cm of sawdust. The animals were restricted to each surface in turn, in a random order for either 2 (Experiment 1) or …

The Eu Ban On Battery Cages: History And Prospects, Michael C. Appleby Jan 2003

The Eu Ban On Battery Cages: History And Prospects, Michael C. Appleby

State of the Animals 2003

On June 15, 1999, the European Union (EU) passed a directive on the welfare of laying hens, requiring that battery cages (so called because they are arranged in batteries of rows and tiers) be phased out by 2012. Enriched laying cages (which may also be arranged in batteries but which provide increased area and height, when compared with conventional cages, and a perch, nest box, and litter area) will still be allowed. This chapter outlines how this directive came about, and the social, economic, and political issues involved. It considers prospects for the future, both within and outside the EU, …

Inventory Competition In Make-To-Stock Systems, Ehsan Elahi, Saif Benjaafar, Karen Donohue Jan 2003

Inventory Competition In Make-To-Stock Systems, Ehsan Elahi, Saif Benjaafar, Karen Donohue

Management Science and Information Systems Faculty Publication Series

We present models for competition among multiple suppliers for demand from a single manufacturer. The suppliers produce to stock a single product and are allocated demand by the manufacturer based on the amount the amount of inventory they hold. We prove the existence of a Nash equilibrium for a broad class of market allocation schemes. For the special case of identical suppliers under either a stock-proportional or fill rate-proportional allocation, we show the uniqueness of the Nash equilibrium. Analysis of the Nash equilibrium for this case reveals that (a) the manufacturer benefits from competition (in the form of higher fill …

The Evolving E-Business Strategy: Lessons Learned, Anand Jeyaraj, Marius Janson Jan 2003

The Evolving E-Business Strategy: Lessons Learned, Anand Jeyaraj, Marius Janson

Management Information Systems Faculty Publications

Bricks-and-mortar companies wishing to create value-added Internet services do so in a business environment that is characterized by great uncertainty and, hence, formulating a coherent business strategy is exceedingly challenging. This paper presents a case study based analysis of the evolving eBusiness strategy of a bricks-and mortar grocer contrasted with the strategies of other competitors. The grocery company took a logical, measured, incremental, and, ultimately, successful approach to its eBusiness strategy formulation, development, and implementation. Our case study suggests that in an environment characterized by chaotic change bricks-and-mortar companies can benefit from a strategy informed by organizational learning and eBusiness …

A New Node Centroid Algorithm For Bandwidth Minimization, Brian Rodrigues, F. Xiao, A. Lim Jan 2003

A New Node Centroid Algorithm For Bandwidth Minimization, Brian Rodrigues, F. Xiao, A. Lim

Research Collection Lee Kong Chian School Of Business

We propose a Node Centroid method with Hill-Climbing to solve the well-known matrix band-width minimization problem, which is to permute rows and columns of the matrix to minimize its bandwidth. Many heuristics have been developed for this NP-complete problem including the Cuthill-McKee (CM) and the Gibbs, Poole and Stockmeyer (GPS) algorithms. Recently, heuristics such as Simulated Annealing, Tabu Search and GRASP have been used, where Tabu Search and the GRASP with Path Relinking have achieved significantly better solution quality than the CM and GPS algorithms. Experimentation shows that the Node Centroid method achieves the best solution quality when compared with …
