Problem definition: In 1992, the Food and Drug Administration (FDA) instituted the accelerated approval pathway (AP) to allow promising drugs to enter the market based on limited evidence of efficacy, thereby permitting manufacturers to verify true clinical benefits through postmarket studies. However, most postmarket studies have not been completed as promised. We address this noncompliance problem. Academic/practical relevance: The prevalence of this noncompliance problem poses considerable public health risk, thus compromising the original purpose of a well-intentioned AP initiative. This study proposes a systematical approach to evaluate the operational capability of container terminals and discusses the effect of resource usages on operational performances. Two inter-dependent processes (i.e. the loading-discharging (L&D) and the delivery-receiving (D&R) operational processes) with shared/non-shared resources and common/separate productions are examined and characterized as a two-stage parallel network. An evaluation model is developed upon the principles of data envelopment analysis (DEA) to assess the operational capability of the terminals. Problem definition: This paper studies two cooperative approaches of firms in managing social responsibility violations of their supplier: auditing a common supplier jointly (joint auditing) and sharing independent audit results with other firms (audit sharing). We study this problem in a market with externalities and a large number of firms. This study investigates the operations of a healthcare alliance, where two types of independent hospitals [general hospitals (GHs) and community healthcare centers (CHCs)] collaborate in capacity allocation and revenue management to improve efficiency and revenue. Specifically, the GH allocates part of its capacity to establish a dedicated green channel for referral patients from the CHC based on a negotiated revenue sharing scheme. Generally, independent hospitals, like GHs and CHCs, in the healthcare delivery system provide complementary and substitute services due to the referral process and patients choice. Improving airport collaborative decision making is at the heart of airport operations centers (APOCs) recently established in several major European airports. In this paper, we describe a project commissioned by Eurocontrol, the organization in charge of the safety and seamless flow of European air traffic. The project’s goal was to examine the opportunities offered by the colocation and real-time data sharing in the APOC at London’s Heathrow airport, arguably the most advanced of its type in Europe. Research and Development (R&D) is time consuming, expensive and risky; yet product life cycles are shortening and competition is fierce. Therefore, R&D often requires the collaboration and input of multiple stakeholders. This dissertation studies how collaborations involving multiple stakeholders can effectively make R&D project portfolio selection decisions to create the optimal social welfare. The two essays in the dissertation build stylized analytical models to examine R&D project portfolio selection in two different settings, academia and industry respectively. It is critical to accurately identify patients with severe acute pancreatitis (SAP) in a timely manner. This study aimed to develop a new simplified AP scoring system based on data from Chinese population.We retrospectively analyzed a consecutive series of 585 patients diagnosed with SAP at the Changhai hospital between 2009 and 2017. Many manufacturing and service systems require a finite number of heterogeneous jobs to be processed by two stations in tandem. Each station serves at most one job at a time and there is a finite buffer between the two stations. We consider two flexible servers that are cross-trained to work at both stations. Problem definition: In each period of a planning horizon, an online retailer decides on how much to replenish each product and how to allocate its inventory to fulfillment centers (FCs) before demand is known. This dissertation investigates two important issues in agricultural commodity processing: (i) biomass commercialization; that is, converting organic waste into a saleable product, from economic and environmental perspectives, and (ii) optimal procurement portfolio design using multiple suppliers and spot market, and the impact of by-product introduction on this optimal portfolio.

Objective: Our objective was to assess the impact of network characteristics in primary/specialty physician networks on emergency department (ED) visits for patients with chronic ambulatory care sensitive conditions (ACSCs). There is a significant amount of food wasted at the farm level due to high cosmetic standards adopted by retailers. We examine the economic incentives for retailers to adopt such high cosmetic standards and their impact on food loss. We build a sequential game between a retailer and a farmer, where the retailer signs a contract with the farmer specifying both the wholesale price and cosmetic quality standard. By adopting high cosmetic standards, retailers can motivate farmers to exert a higher effort to improve the cosmetic quality, e.g., using better seeds and applying more pesticides. Banks today have been increasingly reducing their physical presence and redirecting customers to digital channels, and yet, the consequences of this strategy are not well studied. This paper investigates the effects of banks' branch network changes (i.e., branch openings and branch closures) on customer omnichannel banking behavior. Using approximately 0.85 million (33 months') anonymized individual-level banking transactions from a large commercial bank in the United States, this paper shows the asymmetric effects of branch openings and branch closures on customer omnichannel banking behavior. Cross-docking is a logistic technique that can reduce costs occurred in a supply chain network while increasing the flow of goods, thus shortening the shipping cycle. Inside a cross-dock facility, the goods are directly transferred from incoming vehicles to outgoing vehicles without storing them in-between. Our research extends and combines this cross-docking technique with a well-known logistic problem, the vehicle routing problem (VRP), for delivering multiple products and addresses it as the VRP for multi-product cross-docking (VRP-MPCD). Motivated by the agricultural industries, this paper studies the economic and environmental implications of biomass commercialization; that is, converting organic waste into a saleable product, from the perspective of a processor that uses a commodity input to produce both a commodity output and biomass. We characterize the economic value of biomass commercializa- tion and examine how input and output spot price uncertainties affect this value. Using a model calibration, we find that lower input spot price variability or higher output spot price variabil- ity or correlation between the two spot prices increases this value for a typical palm oil mill. …

This study investigates demand and capacity strategiesfor managing clinic variability. These include (i) same-day scheduling tocontrol random walk-ins, (ii) no-show intervention, where the clinic callsadvance-booked patients a day before to identify and release canceled slots tosame-day patients, and (iii) adjustments to daily number of appointments foradvance-booked patients to match seasonal variations in same-day demand. As part of its continuous process to improve operational excellence and productivity, a retail company in South East Asia trialed the usage of a commercial market retail tool, known as Queue Buster, to improve queue management processes in its physical stores. We employed Queuing Theory to determine the effectiveness of implementing the Queue Buster. To build a city with congestion and pollution under control, a consolidator can operate an urban consolidation center (UCC) to bundle shipments from multiple carriers before the last-mile delivery. We study a problem of optimizing storage classes in a unit-load warehouse such that the total travel cost is minimized. We study the effects of rescheduling on no-show behavior in an outpatient appointment system for both new and follow-up patients. Previous literature has primarily focused on new patients and investigated the role of waiting time on no-show probability. We offer a more nuanced understanding of this costly phenomenon. Using comprehensive clinical data, we demonstrate that for follow-up patients, their no-show probability decreases by 10.9 percentage points if their appointments were rescheduled at their own request, but increases by 6.2 percentage points if they were rescheduled by the clinic. In many production environments, a fixed network of capacity is shared flexibly between multiple products with random demands. What is the best way to configure the capacity of the production network and to allocate the available capacity, to meet pre-determined fill rate requirements? Motivated by Google’s technology specifications on Android devices, we consider firms’ decisions on production timing in a co-opetitive supply chain comprising a manufacturer and an original equipment manufacturer (OEM), where the manufacturer acts as the OEM’s upstream contract manufacturer and downstream competitor. We consider the market acceptance uncertainty of key product designs. If a firm decides to implement ex post production strategy (PS), it can delay the production until the market acceptance uncertainty of its product is resolved.
