Little is known about how a firm decides what type of relationship to develop with a LSP and how the type of arrangement affects the service quality performance. This article proposes a conceptual framework to better understand how shippers decide what type of relationship to develop with a logistics service provider (LSP) within the strategy- structure-performance theoretical framework. A systematic literature review is used to develop a conceptual framework that considers the association between the firm’s strategic perspective on outsourcing and the resulting effect on the alliance structure. Previous research on port efficiency focuses primarily on the provider’s perspective and assumes that maximizing the output is always desirable. This paper recognizes that maximizing the final output does not necessarily guarantee an efficient system and the notion of port efficiency and service effectiveness needs to be considered from the perspectives of both the provider and the consumer of the port service. The paper proposes a network-DEA model to evaluate the performances of 30 seaports worldwide. The concurrent consideration of efficiency scores from the network-DEA model and the traditional DEA-CCR model will offer valuable insights to port operators on how …

Making Transportation Options Possible, Ronald S. Lembke, Dale S. Rogers

Transportation options provide the buyer the right, but not the obligation, to buy or sell transportation capacity at a future date. These options can provide shippers, carriers and logistics companies a significant opportunity to reduce risks and increase capacity flexibility. This paper summarizes some of these benefits, describes a number of issues to be resolved before trading transportation options can become a reality, and presents possible resolutions for these issues.

In the wake of the Americans with Disability Act (ADA) of 1990, paratransit services were offered to improve mobility, employment opportunities, and access to community services for individuals who are mentally or physically handicapped. Due to the complexity involved in ADA rules and transportation regulations as well as the customized, on-demand service requirements, paratransit services are far more costly to render than fixed-route based mass transit services. In times of ongoing budget crisis among public entities, many public transit authorities cope with a dilemma of meeting the growing demand and complex service requirements, while controlling rising paratransit costs. This paper examines the ongoing evolution of the U.S. airline industry under deregulation. After losing money for most of the past 35 years, carriers have made structural changes to their business models that have proven to be, at least in the short term, very profitable. After delineating these management actions, the paper examines their impact on passengers. The author utilizes the Service Quality Model to analyze the long-term implications of this new operating paradigm for passenger satisfaction. Based on this analysis the paper goes on to suggest several actions management could take to improve satisfaction. Finally, conclusions are offered and …

U.S. Motor Carrier Hours Of Service Regulations: Their Impact On Carrier Profitability And Productivity, Ahren Johnston
Journal of Transportation Management
This paper discusses the history of hours of service regulations for U.S. motor carriers and investigates the changes to individual carrier profitability and productivity from the last major change to those regulations in 2003. The results of the analysis indicate that operating ratio worsened and sales per employee improved, and return on assets and return on equity were unchanged due to hours of service changes. The implications of these results given the recent changes to hours of service regulations in 2011 are also discussed.

An Empirical Cross Cultural Assessment Of A Logistics/Supply Chain Management Typology, Michael A. Mcginnis, Ali Kara, John E. Spillan

This manuscript compares the three dimensions (Process Strategy, Market Strategy, and Information Strategy) of the Bowersox Daugherty (1987) logistics strategy typology among five disparate countries by integrating the findings of previous empirical research. The appropriateness of the three Bowersox/Daugherty dimensions when combined into the construct Overall Logistic Strategy (OLS) are assessed. The role of OLS impact on Organizational Competitiveness (COMP) through two intervening variables LCE (Logistics Coordination Effectiveness) and CSC (Customer Service Commitment) is evaluated. Since it is widely known that turnover is highest among unsatisfied employees, the authors argue that long haul professional drivers (PDs) and owner operators (OOs) can be retained by using a yearly importance/performance analysis of company drivers. Because qualified drivers are becoming more scarce and difficult to recruit/retain, carriers need to focus on increasing driver retention. In this article, we suggest an Importance/Performance (IP) model which uses an “if then” perspective, relating intention to leave as a function of the PD/OO: IP structure. Driver Vs. Manager Perceptions Of Commonly Used Safety Practices In Commercial Motor Vehicle Operations, Stephen M. Swartz, Matthew A. Douglas

This research investigated the perceptions of Commercial Motor Vehicle Operators and Safety Professionals regarding 35 commonly implemented practices used to improve operating safety. Several differences were found in how drivers of different backgrounds rated various practices, and between the drivers and safety managers. These differences were found to be persistent even when combined with measures of safety performance and experience. Managers tended to overvalue (relative to drivers) practices related to hiring, while drivers tended to overvalue (relative to managers) practices related to company support and reward systems. U.S. rental car organizations are having to modify their business models to adapt to the new economy, which includes increased fuel costs, reduced business and leisure travel, and reduced resale of low mileage rental units. Revenue is negatively impacted due to increased maintenance as a result of higher mileage requirements placed on the rental inventory. Changes in the depreciation allowance on the rental car fleet reduced the potential value of vehicles by requiring fleet operations managers to maintain the fleets for longer periods of time. This study investigates the behavioral aspects of the firm-logistics service provider (LSP) relationship in order to better understand the avenues through which LSP responsiveness to changing customer needs can be enhanced. Because the research examining the behavioral aspects of the firm- LSP relationship is sparse, a dyadic qualitative research approach was taken to explore the development of a relationship structure that will facilitate the level of responsiveness that the firm desires. This study revealed that the key to enhancing LSP responsiveness lays in the structure of the firm-LSP relationship. In July of 2012, the President signed into law the bill, “Moving Ahead for Progress in the 21st Century” or MAP21, also known as the Surface Transportation Act. The Act instructs the Secretary of Transportation to promulgate regulations requiring the use of electronic on-board recording devices (EOBRs) to verify hours of service compliance by commercial motor vehicle drivers. The mandate has drawn opposition from many drivers and trade organizations, while simultaneously drawing support from government, union organizations and other trade organizations. The term “transit desert” is a new concept that looks at the gap between level of transit service (supply) and needs of a particular population (demand). These populations are often referred to as “transit dependent,” people that are too young, too old, or too poor or who are physically unable to drive. “Transit deserts” in this case are defined as areas that lack adequate public transit service given areas containing populations that are deemed transit-dependent.
