Challenges To Effective Monitoring And Evaluation Systems: Lessons From Afghanistan, Qudratullah Jahid

Sustainability and Social Justice

How can monitoring and evaluation (M&E) systems better support improving the aid effectiveness? What are the existing challenges to the M&E systems in Afghanistan? I try to answer these questions by briefly looking at the development aid in Afghanistan since 2001. I provide summary of attempts made at improving aid effectiveness through mutual accountability frameworks. I then try to briefly discuss the principles of Paris Declaration and provide brief insights from Afghanistan. I then discuss the status of monitoring and evaluation in Afghanistan by providing a picture functional M&E system and then discussing the existing challenges in Afghanistan. Finally, I …

Hiv/Aids In The Latino Community Of San Francisco: Past And Present, Jessica Da Silva

School of Professional Studies

There are approximately 122,000 people of Latino origin in San Francisco, which account for 15% of the total population (Census, 2010). Historically, Latinos have and still face several barriers to access healthcare and improvements in health (Aguirre-Molina, Molina & Zambrana, 2001). When the world was exposed to the spread of a new and unknown virus, the broader population suffered from the epidemic. The Latino community in San Francisco was and still is one of the hardest hit by the virus.

Changing The Current Perception Of Affordable Housing In Worcester, Simone Mcguinness, William Roberts, Vaske Gjino, Tong Zhou, Mengxin Ma, Sarawadee Sonpuak

School of Professional Studies

One of Worcester Interfaith’s goals is to eradicate the stigma of affordable housing in Worcester. Currently, the perception of affordable housing is of an image of unkept and old residences filled with destitute citizens who cannot afford basic needs to live in a city, let alone housing. This image is perpetuated by media, stigma, and a lack of education of the true reality of affordable housing and who its recipients are. Affordable housing-qualified citizens represent a range of educations, professions, age, race, and income levels. Affordable housing units, too, represent a variety of homes, many of which are extremely well-kept …

Crude Oil Price Prediction With Decision Tree Based Regression Approach, Engu Chen, Xin James He

Journal of International Technology and Information Management

Crude oil is an essential commodity for industry and the prediction of its price is crucial for many business entities and government organizations. While there have been quite a few conventional statistical models to forecast oil prices, we find that there is not much research using decision tree models to predict crude oil prices. In this research, we develop decision tree models to forecast crude oil prices. In addition to historical crude oil price time series data, we also use some predictor variables that would potentially affect crude oil prices, including crude oil demand and supply, and monthly GDP and …

Mobile Money And Socioeconomic Development: A Cross-Country Investigation In Sub-Saharan Africa, Wenxiu Vince Nan

Journal of International Technology and Information Management

Over the past decade, mobile money, as a disruptive financial services innovation, has been widely adopted in Sub-Saharan Africa where the majority of population was financially excluded. Despite the transformative role of mobile money, the macro-level socioeconomic implications have been weakly examined so far. To fill the research gap, this paper explores the theoretical and empirical links between mobile money and socioeconomic development. Drawing on the theory of technology affordances and the emerging mobile money literature, this paper argues that mobile money, when adopted on a massive scale, has the potential to lead to socioeconomic development at the societal level. …

Ipv6 Diffusion Milestones: Assessing The Quantity And Quality Of Adoption, John Pickard, Mark Angolia, Dale Drummond

Journal of International Technology and Information Management

There are currently two versions of Internet Protocol (IP) in use today, IP version 4 (IPv4) and IP version 6 (IPv6). The original version, IPv4, was standardized in the early 1980s as part of the Defense Advanced Research Project Agency Internet program and became the official Internet protocol in 1983 (Kleinrock, 2010). IPv6 was standardized in 1995 as its successor to provide enhanced capabilities and address IPv4 technological limitations, most notable of which was the anticipated exhaustion of address space (Deering & Hinden, 1995). While the two protocols have some functional similarities, they are distinct and not backward compatible; IPv4-only …

The Effects Of Herding And Word Of Mouth In A Two-Period Advertising Signaling Model, Xueping Zhen, Gangshu (George) Cai, Reo Song, Sungha Jang

Information Systems and Analytics

In the context of increasing globalization, a new product may be sequentially released into markets in different countries and regions. The behavior of consumers in the market where a new product is first launched may have a huge impact on the purchasing behavior of consumers in later markets through the effects of herding and word of mouth (WOM). We suggest that these effects may significantly influence advertising when new products with short life cycles, such as movies, books, games, and music, are sequentially launched and not repeatedly purchased by consumers. Using a two-period advertising signaling model, this study theoretically demonstrates …

The Cash Flow Advantages Of 3pls As Supply Chain Orchestrators, Xiangfeng Chen, Gangshu (George) Cai, Jing-Sheng Song

Information Systems and Analytics

With an increasingly open global economy and advanced technologies, some third-party logistics providers (3PLs), such as Eternal Asia, have emerged as supply chain orchestrators, linking buyers with manufacturers worldwide. In addition to their traditional transportation services, these orchestrators provide procurement and financial assistance to buyers in the supply network, especially small- and medium-sized enterprises (SMEs) in developing countries. Oftentimes, the 3PLs can obtain payment delay arrangements from the financially stronger manufacturers, which in turn can be partially extended to the SME buyers, alleviating their high costs of capital. To illustrate the efficiency improvements of the aforementioned practice, we use a …
